Local detailed plan for Kalevantie 3 allows for health services and apartments

The amendment to the local detailed plan for Kalevantie 3 in Tulli district allows for the demolition of former FSHS facilities and the construction of a new building. The new building would serve the health centre's operation better and also contain apartments. The Committee for City Planning and Infrastructure Services decided on 04 November 2025 to make the draft detailed plan available to the public.

The old industrial and residential building used by FSHS until 2022 was found to be  in need of very extensive renovations, and neither increasing its height nor expanding it are possible. Its location next to the university and at good transport connections support the site's use also for housing construction. 

The redbrick building was designed in 1958 for industrial and residential uses. It was turned into a health centre operated by the Finnish Student Health Service in 1974. 

The preparation documents for the amendment to the local detailed plan, including a draft detailed plan and reference designs, were made available for the public in April 2025. The feedback received on the preparation documents drew attention to the cultural environment values of the area covered by the local detailed plan, the architectural solutions enabled by the plan, noise in the plan area and other environmental disturbances. 

A bird and bat survey as well as a wind survey were completed in summer 2025. Based on the feedback and surveys, more specific plan regulations were formulated that, among other things, guide and address new construction under the detailed plan, the cityscape and winds.

The new building must have a redbrick outer surface that connects it to Tulli district. The plan guides construction in this area towards achieving high architectural quality and fitting the building in with both the buildings around it and the district as a whole.

Tower and lower section

The plan allows for the construction of a 16-storey section with a very narrow frame structure in the new building in parallel with Sumeliuksenkatu, and a section of 7 to 8 storeys between the high section and the university's adjacent Linna building. The three bottom-most storeys will house FSHS facilities, while the higher storeys will consist of apartments. The apartments can accommodate around 130 residents.

The local detailed plan provides for 8,500 square metres of building right, of which approx. 2,100 square metres will be service and office spaces, while apartments will account for 5,500 square metres.  Business, office, service and residential facilities suitable for the cultural environment as well as other workplaces that fit in with the setting may be located in the area of city centre activities.

Service and office facilities are permitted to use 28 per cent of the floor area. At least 2 per cent of the residential floor area must comprise shared and leisure spaces for residents. A rooftop terrace sheltered from the wind will be located on the roof of the higher section, and the roof of the lower one will contain some of the building's shared spaces. The entrance to the apartments will be from a balcony access corridor.

Tulli is transforming from an industrial and warehouse area to a district of workplaces, residential buildings, services and cultural activities. Locating more housing in Tulli district is in line with the city's strategy and the objectives of in-fill construction. The planning area is located in the high-rise construction zone of the component master plan.

Progress of planning work

After the plan has been made available to the public, changes or additions can be made to the plan proposal and, if necessary, it can be made available to the public again. The local detailed plan proceeds from the Committee for City Planning and Infrastructure Services to the City Board and City Council.
