A Real Estate Strategy for Tampere to Guide the Development of the Real Estate Portfolio
The purpose of the facilities strategy is to guide the development of the city’s facilities portfolio in accordance with the city’s service network plan. The City Board approved the service network plan at its meeting on April 13, 2026. The goal of the strategy is to ensure that the city’s facility management supports the City of Tampere’s strategic goals and enables the city’s growth and development.
“The real estate strategy establishes common principles for the long-term development of the city’s real estate portfolio. It helps ensure that decisions regarding facilities are made consistently, taking into account the needs of the service network, financial preconditions, and sustainability goals,” says Real Estate Director Virpi Ekholm.
Growth, service needs, and financial preconditions guide the facilities portfolio
Tampere’s facility portfolio is guided simultaneously by factors such as the city’s growth, changing service needs, financial preconditions, and climate and environmental goals. Service network planning determines space requirements for the coming years, while the current and new real estate portfolio requires long-term financial management, development, and careful prioritization of investments.
The direction of the facilities strategy is guided by four priorities during the current strategic period: Joy of Life. Sustainability. Together. Pioneering Spirit. These priorities emphasize the uninterrupted continuity of service operations, a healthy and safe service environment, a life-cycle-conscious and low-carbon facility portfolio, financial balancing, and data-driven decision-making.
Renovation takes precedence over new construction
The strategy outlines that the city will develop its facility portfolio primarily based on the needs of the service network. Utilizing the existing building stock and renovating it take precedence over new construction. The prioritization of investments is most strongly guided by the continuity of operations in line with the city’s core missions.
Furthermore, the strategy states that ownership is the preferred form of management for permanent, strategically significant service buildings. Leasing space from the market flexibly supplements the service facility network as needed.
– Tampere is growing, and service needs are changing. “Through the facilities strategy, we ensure that the city’s facilities are developed in a systematic manner and in support of the goals of the service network plan,” emphasizes Deputy Mayor Johanna Kirjavainen.
Multipurpose Spaces and Systematic Divestment
According to the facility strategy, the city will systematically divest itself of facilities that no longer serve the service network or strategic objectives. New facilities and those undergoing renovation are primarily designed to be multi-purpose and to facilitate shared use.
