Permits for Outdoor Sales

Sales can take place at Tampere’s market squares or in city-designated areas. You can also apply for a temporary sales spot elsewhere; suitability will be assessed individually.
Outdoor sales must not obstruct maintenance, traffic, or pedestrian access. In front of a business premises, selling your own products is allowed without a permit if the sales area is under 2 m².

Mobile Sales and Distribution 

Products may be sold or distributed from a mobile vehicle, such as a bicycle or cart, under certain conditions without separate landowner permission.

The following principles must be followed:

  • Sales must take place directly from the vehicle. 
    Tables, stands, or other structures must not be placed on the ground.
  • Traffic regulations must always be followed.
  • Sales must not obstruct pedestrian movement or block access routes.
  • The sales location must be sufficiently distant from brick-and-mortar shops selling similar products.
  • Sales are prohibited near kiosks and restaurants.
  • If other activities are taking place in the area, you must obtain permission from the event organizer to sell.
  • If you wish to sell products at commercial market squares during market hours, you must coordinate in advance with Market Supervision unit, available at torivalvonta(a)tampere.fi. 

Applying for a Seasonal Sales Spot 

Sales spots for summer kiosks, food sales, and similar activities for Summer Season 2026 (April 1 – September 30) can be applied for via an electronic form, which will be published in January 2026.

Applicants may define their own operating period within the summer season. Sales hours are between 06:00 and 24:00. Alcohol service is reviewed on a case-by-case basis.

A landowner's permit will be issued for the sales spot, and a usage fee will be charged. The price depends on the location, size, and equipment level of the spot and is billed monthly.

If alcohol is served, an additional fee of €50/month applies.

The confirmed operating period in the permit is binding, and the operator must be prepared to pay the usage fee for the entire permitted period.

Required Attachments for the Application

  • Proof of registration with food control authorities
  • A tax debt certificate (max. 3 months old)
  • A Trade Register extract
  • A photo of the sales equipment

The permit is always granted for one season at a time.

If the city considers the activity to enhance the area's services and development, a permanent agreement may be made with the operator. If multiple applicants apply for the same location, the spot will be granted to the first suitable applicant.

Note: Summer season sales spots do not include ice cream sales, which will be put out to tender in autumn/winter 2025. 

Sales spots for summer season 2026

Sales spots for the summer season (April 1 – September 30) can be applied for via an electronic form, which will be published in January 2026. Locations marked with an asterisk (*) are recommended for vegetable and berry sales.

Year-Round Sales Spots and Night Sales

Currently, no new night-time sales spots are available in Tampere city center. 

Small Sales Spots on Hämeenkatu

During the summer season (April 1 – September 30), small sales spots are available along Hämeenkatu, offering a flexible and short-term opportunity for trading. These spots must be applied via an electronic form. 

In the form, specify the location under “Other public area”.

A public area permit will be issued for the sales spot, and a permit fee will be charged.

Sales can be conducted from a sales table or cart, which must be set up only during sales hours and removed after the permit period ends.

Sales tables may be placed in areas marked green on the map, with the label TAP. 

Food sales must comply with food hygiene regulations.
