A landowner's permit is required when the event is held in a public area owned by the City of Tampere, such as a market, park, street or beach, and has a clear organiser and a predefined purpose or theme. A permit is also required if the event affects the normal use of the area, is subject to a charge, involves the sale or dispensing of food, or requires temporary structures, parking or traffic arrangements.

Break in permit processing

There is a Christmas break from 9 to 31 December 2025.
During this period, no applications will be processed, so please remember to submit your application well in advance.

Making a reservation and applying for a public area permit are the first steps in organizing a public event. During the permit review process, the applicant may be required to adjust their plans, such as relocating event activities or structures. Additionally, a notification to the police about the public event requires that a public area permit has been obtained.

Public Area Permit for Promotions and Displays

Promotion and display activities refer to small-scale marketing events that do not include sales. For example, companies, organisations and political parties can reserve a place in a small tent or stand to present their products or their own activities. The promotion may also include free distribution of product samples. 
 
Popular promotion venues in the centre of Tampere are: Art Nouveau Square, Sorin aukio, Central Square, the corner of Koskipuisto and Hämeenkatu, and the corner of Tuomiokirkonkatu and Hämeenkatu.

Prices for promotional places:

  • Associations and communities 40 € / day + VAT
  • Companies 90 € / day + VAT
  • Truck or truck 120 € / day + VAT 
Private event in a public area 

Organising a private event in a public area requires the landowner's permission if you want to use the area exclusively, dozens of people will participate in the event and the intention is to bring structures to the area. When applying for a permit, you also make sure that there are no other simultaneous events in the area. 
 
Recommended areas for private events are: 
 
Sorsapuisto event grass, Lielahti Manor Park, Ratinan Rantapuisto park event area, Hatanpää Vihilahti Park, Viinikanpuisto central area, Ranta-Tampella Massunlastenpuisto, Pyynikki beach area and Atlas Park, Näsinpuisto Outdoor Stage area, the southern part of Nottbeck Park, Messukylä Kivikirkonpuisto, Vehmainen Kaukaniemi, The central area of Suomensaari, Tahmela Lorisevanpuisto, Härmälänpuisto and the grassy area in front of the Viikinsaari summer theatre.
