Permits for Seasonal Experience Services
An experience-based service, such as a sauna or SUP board rental, can be implemented with a public area permit if the activity is short-term and the related temporary structure is under 30 m². The public area permit can be granted for a project or service lasting up to six months.

Public Area Permit Services
Permanent Projects Requiring Construction
Do you have an idea or wish for a long-term service or project that requires construction? Start by checking the zoning plan (asemakaava) of the area and investigate the plot and building rights possibilities.
If your project aligns with the zoning plan:
- Contact the City of Tampere’s plot manager to learn about the conditions for allocating a building site and/or plot.
- Then, arrange a preliminary presentation of the project with the area-specific permit officer at the City’s Building Control Services to clarify the requirements.
- You can apply for a building permit once the above steps confirm that the project can proceed.
Note: Typically, building sites and plots that comply with the local plan, such as sauna projects, are made available through public application processes.
If your project deviates from the current zoning plan, you must apply for a temporary deviation permit from the City of Tampere’s zoning department. This permit is required before you can apply for a building permit.
