An experience-based service, such as a sauna or SUP board rental, can be implemented with a public area permit if the activity is short-term and the related temporary structure is under 30 m². The public area permit can be granted for a project or service lasting up to six months.

Landowner Permit for Short-Term Services

Before applying for a permit, it’s recommended to review the guidelines and tips. These will help you understand: - What the permit process requires - What factors need to be considered - How to ensure your service or project is implemented safely and smoothly This preparation helps you save time and ensures that all necessary actions are taken in a timely manner.

Before applying, consider how well the service fits into the planned environment and what other activities or services exist in or near the area. Does the service complement the area’s offerings or create competition?

If possible, investigate in advance whether there are specific environmental regulations for the service or the area. For example, SUP boards and other water equipment may carry invasive species like freshwater jelly animals, so equipment must be cleaned between water body transfers according to special guidelines. Also, waterfowl nesting may be disturbed if paddlers move close to the shoreline during nesting season. This may affect when the service can be offered or how customers should be instructed.
If the service requires electricity, water, or sewage, check their availability in the area.

Toilet waste must always be collected in a tank and delivered for proper treatment. Discharge into the environment, soil, or water is prohibited.
Wash water containing detergent should be directed to the wastewater sewer (not stormwater sewer). For short-term events (lasting a few days), it may be absorbed into the soil if it does not harm the environment.

On groundwater areas, large amounts of detergent-containing wastewater must not be absorbed into the soil.
Wash water without detergent may be directed to the wastewater sewer or absorbed into the soil, but not into water bodies or stormwater sewers.
Bathing in lakes is allowed, but using detergents in lakes is not recommended.
Check the location and connection possibilities of wastewater sewers with Tampere Water and the landowner.

Plan in advance:

Routes for maintenance and moving temporary structures
Customer access to the site via different modes of transport
Consider other pedestrian flows near the service
Take into account emergency access routes

Permanent Projects Requiring Construction

Do you have an idea or wish for a long-term service or project that requires construction? Start by checking the zoning plan (asemakaava) of the area and investigate the plot and building rights possibilities.

If your project aligns with the zoning plan:

Contact the City of Tampere’s plot manager to learn about the conditions for allocating a building site and/or plot.
Then, arrange a preliminary presentation of the project with the area-specific permit officer at the City’s Building Control Services to clarify the requirements.
You can apply for a building permit once the above steps confirm that the project can proceed.

Note: Typically, building sites and plots that comply with the local plan, such as sauna projects, are made available through public application processes.

If your project deviates from the current zoning plan, you must apply for a temporary deviation permit from the City of Tampere’s zoning department. This permit is required before you can apply for a building permit.
