Permits for Street Art Installations

Street art projects are encouraged to enliven public urban spaces. Proposals for implementing street art pieces, such as graffiti artworks, require a permit application via an electronic form.

When implementing a street art piece, practical matters must be taken into account, such as traffic safety and cleaning the work area after completion. To ensure this, the artist must designate a person who is responsible for safe execution and adherence to the advance plan. 

Note: The form cannot be used to apply for permits for underpasses or bridges located on ELY Centre or private property. 

Art Project Suitability Assessment 

  • Group 1: City center and areas with dedicated art programs (Hiedanranta, Vuores, tramline, and Särkänniemi)
  • Group 2: Other street art proposals

Group 1 proposals are subject to more thorough evaluation.

The artist must hold copyrights to the artwork. Suitability is assessed based on the artwork sketch. The artwork must not contain commercial, religious, or political marketing or statements. The City of Tampere reserves the right to determine the artwork’s lifespan. 

Implementation and Responsibilities 

  • If the artwork is deemed suitable for implementation:
  • The applicant must submit a separate street permit application according to the provided instructions.
  • The applicant is responsible for complying with street work permit obligations and regulations.
  • The artist must clean the site after completion.
  • The artist may also maintain the artwork.
  • The City of Tampere is not the commissioner of the artwork or project, and therefore:
  • Does not insure the artwork or the work process
  • Does not provide special lighting
  • Does not commit to graffiti or other protective coatings
