General principles for grants

The City of Tampere applies general principles in the awarding of grants.

General criteria for awarding grants:

  1. Grants from the City of Tampere may only be awarded for activities serving the public interest. The grant must not distort competition, and it will not be awarded to activities where any potential profit is used for the benefit of owners.
  2. The supported activity must support and complement the City of Tampere’s operations and the achievement of its objectives. In addition, the activity must primarily target residents of Tampere.
  3. The supported activity and participation in it must be open to all; however, justified restrictions for specific target groups are acceptable.
  4. Grants are not approved for operations that the city has tendered or that the city purchases from the applicant. The issuing of grants must not impact the pricing or content of services tendered.
  5. Grants are not issued for the practice of religion or to spread a religious message.
  6. Grants will not be awarded for activities that are wholly or partly subject to sanctions binding on Finland.
  7. Trips outside Tampere will only be supported for justified reasons.
  8. For the same purpose, a grant may be awarded by the City of Tampere in only one form.
  9. The grant recipient must have own sources of funding to carry out the activity. For justified reasons, voluntary work (valued at €10 per hour) may be accepted as part of self-financing. Scholarships may be granted without requiring self-financing. Grant-type-specific award criteria may define what proportion of eligible costs can be covered by the grant.
  10. The grant, together with other public funding, must not exceed the total amount of eligible costs (100%).
  11. Beneficiary organisations must comply with applicable laws and regulations, as well as good practices and the city’s ethical guidelines in their operations.
