Electric scooters in the parking grid during the summer.

Starting from June 17, 2025, electric scooter riders must be at least 15 years old. Otherwise, e-scooters are subject to the same traffic rules as bicycles. You must ride an e-scooter on a cycle path or on a carriageway. Like cyclists, electric scooter users are recommended to wear a helmet. 

When driving, please pay attention to other road users and ensure that you drive at a speed that is appropriate to your surroundings. E-scooters are designed to be ridden by one person and should not carry passengers. Riding an electric scooter while intoxicated is prohibited. 

E-scooter operators in Tampere

There are several private companies that rent e-scooters in Tampere. It is up to the companies themselves to decide when to bring e-scooters into the city and when to take them out.

In municipalities where shared micromobility services – such as electric scooters – are offered, service providers must obtain a micromobility license issued by the municipality. With the license conditions, the municipality can regulate, for example, the speed limits of rental vehicles, parking, usage areas, and operating hours on streets and public spaces.

Parking of e-scooters

Parking an e-scooter is generally subject to the same traffic rules as parking a bicycle. You can park your e-scooter on the edge of the sidewalk or cycle path, but parking must not endanger safety or obstruct other traffic.

Park your e-scooter in a dedicated parking space or rack in the city centre

The parking of shared e-scooters in Tampere city centre has been restricted from 12 June 2024. At the end of the trip, e-scooters must be parked in the spaces or racks reserved for them in the city centre. The parking spaces are identified with the symbol of the e-scooter and the racks with e-scooter stickers. The area where parking is restricted extends from Hämeenpuisto to Rautatienkatu and from Satakunnankatu to Ratina.

The city and the operators will monitor the functioning of the parking. Improvements to parking will be made where necessary. Outside the city centre, parking will remain unrestricted for the time being.

Restrictions on e-scooters

The rider of an electric scooter must be at least 15 years old. Riding an electric scooter while intoxicated is prohibited. Riding is not allowed if the blood alcohol concentration (BAC) is 0.5 g/l or higher, or if there are drugs in the bloodstream. 

To improve traffic safety in Tampere, the maximum speed of shared e-scooters will be limited to 20 km/h in general and 15 km/h at night (11 pm to 5 am). There are also low speed zones in the city centre. From Thursday to Saturday between 11 pm and 5 am, e-scooter users must pass a reaction test.

Starting from June 17, 2025, certain technical requirements and, in some cases, an insurance obligation will also apply to privately owned light electric vehicles. More information can be found on Traficom’s website.
