The City of Tampere aims to involve a wide range of resident groups in the planning, development and decision-making of the city and its services. This page explains how organisations and the city can work together to strengthen residents’ participation and influence.

Register your organisation

Organisations, associations and other community groups engage with a wide range of Tampere residents through their activities and support their target groups in various ways. Many organisations reach resident groups that can be difficult to engage through the city’s usual participation opportunities.

Through collaboration between the city and organisations, these residents can also have their experiences and views heard. Surveys, workshops and discussion events can be organised within organisations’ group activities and meeting places, and the information gathered can be used to support the development of the city and its services.

Collaboration on the City Strategy

Residents and community organisations were involved in the preparation of the City of Tampere Strategy 2025 through a variety of engagement activities. For the first time, the city piloted a new approach to reaching residents through collaboration with organisations. This model helped bring a wider range of voices into the strategy process.

The expertise of organisations was particularly valuable in engaging people with intellectual disabilities, people with a migrant background, those outside the labour market, and individuals recovering from substance misuse or mental health challenges.

Participating organisations gathered insights and views from their target groups to support the strategy preparation process. Each organisation chose the methods of engagement and participation that best suited its target group. The material collected was submitted to the city and used alongside feedback gathered from other residents to inform the development of the strategy. Organisations received a fee of €500 to help cover the costs incurred in delivering the activities.
