The Housing and Real Estate Committee has approved its draft budget for 2027 – construction of schools and nurseries remains strong
On 10 September, the Housing and Real Estate Committee approved, for its part, the City of Tampere’s draft budget for 2027 and the related additional adjustment measures for further preparation. The committee’s draft budget emphasises investments in line with the city’s growth, strengthening the conditions for the production of new residential units, and the long-term development of the city’s land and property assets.
The net investment level proposed by the committee for 2027 is approximately 113.6 million euros. The vast majority of these investments will be directed towards building construction projects. The development of the school and nursery network will continue with significant investment, although some of the projects will be carried over to later years.
– Tampere continues to grow, and we must ensure that the city’s facilities, production of new residential units and service network develop in line with this growth. The financial situation is tight, but at the same time we must hold fast to investments that are essential for the everyday lives of our residents and for the city’s long-term vitality,” says Jaakko Mustakallio, Deputy Mayor and Chair of the Housingand Property Committee, Deputy Mayor Jaakko Mustakallio.
Diversification of production of new residential units continues
The draft budget’s objectives emphasise the diversification of the production of new residential units, the promotion of small-scale residential construction and the reduction of homelessness. The committee is responsible for the city’s land and property assets, the preparation of housing and land policy, and the strategic development of housing.
An operating surplus of €189.1 million is proposed for 2027. The draft budget also includes additional adjustment measures aimed at balancing the city’s finances.
Pyynikintie renovation project completed
The committee proposes that the City Board approve the final accounts for the Pyynikintie 2 refurbishment project. The refurbishment of the historic school building was completed at the end of 2023, and the building is currently in use as a primary and secondary school. The final cost of the project was 24.33 million euros, which exceeds the original cost estimate by 1.5 per cent.
Lots for housing in Lahdesjärvi and Taatala
The committee also considered several plot transfers and leases. A new residential plot was set aside in Lahdesjärvi for the construction of owner-occupied homes, and a project for supported housing for people with learning disabilities is being proposed in Taatala in collaboration with the Tampere Kotilinnasäätiö sr.
In addition, the committee discussed plot arrangements relating to the Käräjätörmä community village project, as well as the renewal of several commercial plot lease agreements.
Reform of night-time trading licences progresses
The committee rejected three appeals concerning the termination of night-time trading licences. The city is preparing a reform of the operating model for night-time trading pitches, with the aim of increasing transparency, equality and consistent practices. In future, pitches will be allocated through an open application process.
The budget proposal will now proceed to the city’s decision-making process
The draft budget approved by the committee will form part of the mayor’s draft budget. The City Council will make the final decision on the 2027 budget in November.
