The City of Tampere’s newest form of digital participation, Tampere residents’ panel, began operating in May 2025. Now, the panel is expanding to work also in English, allowing more people interested in the city's development to participate in the panel's activities.

A new way to participate in the development of the city
The Tampere residents’ panel is an online group where you can influence the development of the city by responding to surveys and completing various tasks. The panel complements the city's diverse range of participation options as one way to take part and influence.
– The panel is particularly suitable for those who want participate regardless of time and place. Anyone over the age of 16 with an email address and a computer or smart device that can access the panel's website can join the panel, says Taina Lehmuskoski, the development manager responsible for the panel.
Panel members receive information about new tasks by email and can participate according to their own schedules. Tasks are usually completed on the panel's own website, where members use nicknames. Occasionally panel members may also be invited to various events or even on-site interviews.
The panel has been well received and now has nearly 600 members.
Panel members have particularly praised the fact that the panel offers a wide variety of topics to comment on and that it is easy to respond to tasks.

The panel has already had an impact on a wide range of topics
During its first months of operation, the Tampere residents’ panel has been involved in a wide range of development projects. It has had a total of around 30 tasks or surveys, averaging 1–2 tasks per week. During July the panel was on summer break.
Among other things, the panel has been involved in preparing housing and land policy guidelines and developing swimming pool tickets, a feedback page, and a climate and nature guide. In addition, the panel members have given their views on, for example, the planned Hiedanranta beach park and employment services.
– We have found the responses of the panel to be extremely useful in our development work. The results of tasks related to various topics are reviewed in different organization units, and dozens of city employees have already made use of the panel. The panel will continue to have a wide range of tasks in the future, so now is a good time to join, urges Taina Lehmuskoski.
