Legislative change takes effect: You will start using a digital mailbox for public authority services

Receiving mail from public authorities will primarily become digital as of 14 April 2026. When you authenticate yourself for the first time to an electronic service of, for example, the City of Tampere or another public authority, you will be guided to activate Suomi.fi Messages. Suomi.fi Messages will replace paper mail sent by different authorities: the same matter will no longer be sent later as a letter to your home.

From mid-April 2026 onwards, you will be directed to activate Suomi.fi Messages immediately during authentication if the service is not already in use. Activation requires your own actions and will not happen without your knowledge.

How and for whom will Suomi.fi messages be activated?

Suomi.fi Messages will be activated if you are an adult and do not yet have the service in use. You will be guided to activate Suomi.fi Messages when you strongly authenticate yourself to a public administration e-service, meaning that you use Suomi.fi identification.

During activation, provide your email address and confirm it. This way, you will receive an email notification whenever new mail arrives in Suomi.fi Messages. After entering your email address, you will continue the authentication process as normal and proceed to the service you were accessing.

If you are acting on behalf of an organisation or another person, Suomi.fi Messages will be activated for you personally – not for the person or organisation on whose behalf you are acting.

If you do not use public administration e-services of municipalities or the state, the change will not affect you, and you will continue to receive mail from authorities as paper mail.

The change does not apply to minors, persons under guardianship, or persons with a valid authorisation for continuing guardianship.

How can you read messages received via Suomi.fi messages?

You can read messages using the Suomi.fi mobile app or by signing in to the Suomi.fi online service and navigating to the “Messages” section. Authentication is done using online banking credentials, a mobile certificate, or an electronic ID card certificate.

You will receive an email notification whenever a new message arrives in Suomi.fi Messages. In addition, you will receive notifications through the Suomi.fi mobile app if you have installed it.

If you wish to return to receiving paper mail

You can choose to continue receiving letters sent by authorities in paper form. This choice to receive paper mail remains valid for at least one year.

After one year, the next time you authenticate to an authority’s e-service, you will again be directed to activate Suomi.fi Messages. If you do not authenticate, you will continue to receive mail from authorities as paper mail even after the one-year period.

Proceed as follows:

  1. Activate Suomi.fi Messages when you authenticate to an authority’s online service. You can return to receiving paper mail only after this.
  2. Go to Suomi.fi Messages at suomi.fi/viestit.
  3. Authenticate using online banking credentials, a mobile certificate, or an ID card certificate.
  4. Go to “Settings” in the menu and select “Stop using Suomi.fi Messages.”

If needed, you can also receive assistance from the customer service of the Digital and Population Data Services Agency (tel. +358 295 000).

If you use the Suomi.fi mobile app, please note that merely deleting the app does not deactivate Suomi.fi Messages. Deactivation must always be done in the Suomi.fi Messages settings.
