Tampere For All development programme focuses on the entire city and all its residents. The budget allocates 1.9 million euros in funding for the programme for the year 2026. The programme is scheduled to run until the end of 2029. Tampere For All development programme implements the City of Action strategy and the Our Tampere mayoral programme. It draws on the experiences of previous development programs as well as current information on the development of well-being and inclusion in the city.
– The work of the Tampere For All development programme is intended to address a genuine, identified need and, above all, to be visible in residents’ daily lives: as new opportunities to meet others, participate, and receive and give support. Together with our partners, we are building new ways of working that will make the city more community-oriented and equitable, says Mayor Ilmari Nurminen.
Low-threshold meeting places at the center
One of the goals of the development programme is to create a network of low-threshold community spaces in Tampere where residents of all ages can meet one another, participate in activities, and receive guidance and support for everyday situations throughout the city.
– Our starting point is to strengthen the work of existing meeting places and collaborate with local actors in Tampere. We’re supplementing what’s already there with new community spaces open to everyone by utilizing the city’s own facilities, says Jaakko Laurila, who began his work as programme manager in early March.
For example, a new intergenerational community café will open this spring on the ground floor of Youth Culture Centre Monitoimitalo 13, adjacent to the new recreational facilities for seniors. Planning for activities will also begin this spring in Hervanta, Kaukajärvi, and Linnainmaa in collaboration with residents, organizations, and other stakeholders. The development programme will also continue to support the sustainable living activites at Kaleva Hall.
– Our focus is on preventing loneliness and strengthening communities’ ability to take initiative, but it’s about much more than just opening facilities: We are simultaneously developing activities such as digital support, community meals, language learning opportunities, neighborhood work that enhances safety, and outreach cultural services,” continues Jaakko Laurila.
New forms of collaboration to meet the needs of a growing city
The development programme addresses the needs arising from Tampere’s growth and diversification. The city is developing rapidly, and population growth, the risks of regional segregation, and increasingly diverse life situations require new ways to support inclusion and prevent inequality. The programme specifically supports the internationalization of Tampere and the positive development of its neighborhoods.
– The goal is to evaluate the operating models and solutions developed during the programme and ensure that the most effective ones remain in place. This is how we will renew the city’s role and the way we work together with Tampere residents and partners, summarizes Mayor Ilmari Nurminen.
