Tampere renewed its plans for early childhood education and care and pre-primary education

The reforms of the national plans for early childhood education and care have triggered the updating of the local curriculum for pre-primary education in Tampere. The update of the national core curriculum for early childhood education and care came into effect in January 2026. The change in legislation means that the preparation of a local early childhood education and care plan is no longer mandatory, but local planning will continue in Tampere

All chapters of the Tampere Early Childhood Education and Care Plan have been harmonised and local revisions have been clarified to bring them into line with the national core curriculum for early childhood education and care. References to the City of Tampere Technology 2035 strategy and other guiding documents have been updated. The overall sustainable lifestyle has been clarified, for example by means of an illustrative diagram and a guide. In addition, the treatment of equality has been complemented by a diversity perspective. Child support practices have been updated in line with the guidelines and the Valssi quality assessment system has been added to the evaluation.

The curriculum for pre-primary education has also been updated in line with national changes. The reform of the Basic Education Act strengthens the promotion of a physical lifestyle, and the amendment of the Compulsory Education Act affects the implementation of early compulsory education.

The updated Tampere pre-primary education curriculum supports the City of Tampere's strategy in the same way as the early childhood education and care plan. It focuses on the well-being, inclusion and sustainable lifestyles of children and families. The role of sport is more clearly emphasised as part of the everyday life of pre-primary education, responding to the need to increase children's physical activity. The plan also emphasises the importance of play, positive pedagogy and the strengthening of resilience and emotional skills. Physical activity is seen as a key component of learning and overall well-being.

The updated early childhood education and care plans will be published on the e-criteria service in June. They will continue to be binding documents for staff, supporting the implementation of equal education.
