The area covered by the amended local detailed plan includes the properties at Ratapihankatu 43-45 and some street areas. This block is part of the nationally significant built cultural environment of Tampere railway station.
The aim is to create a harmonious cityscape in keeping with the treasured cultural environment and its heritage values. The total building right in the planning area will be roughly doubled compared to the current plan.
The plan proposal enables the extension of the current hotel and creates preconditions for renovating the old locomotive shed and office building and using them for hotel operations. The new hotel building may comprise up to 26 floors, as does the current Torni Hotel, adapted to the values of the cultural environment. The extension will house around 300 additional rooms as well as versatile services at the street level and on the top floor. A connecting bridge can be built between the tower buildings.
The main entrance through the old office building will be preserved. The southern locomotive shed will be used for the hotel’s restaurant and conference services. The plan includes a drop-off point in front of the main entrance, and access for maintenance traffic will be directed from Åkerlundinkatu to the back of the locomotive shed.
The current site of public areas and office buildings will be converted into a block of business activities and accommodation services. The old locomotive shed is also listed in the new city plan as a building of cultural and historic interest that is important for the preservation of the urban landscape and may not be demolished.
The plan regulations will also expand canopy coverage in Tulli district and improve traffic safety in the street area. The junction of Ratapihankatu and Åkerlundinkatu and site access will be planned in connection with more detailed street planning. The plan proposes creating a park in the square formed on the southern margin of the site to control temperature conditions, protect the space from traffic and enhance the amenity of the area.
The local detailed plan proposal was made available for public review at the turn of the year. The authorities welcomed the fact that previous statements had been taken into consideration. Only minor additions were made to the local detailed plan documents.
The amended local detailed plan is associated with Tampere railway station area in the immediate vicinity of the station blocks.
