Southern Comprehensive Plan

The participation and assessment scheme for the Southern Comprehensive Plan 2025–2029 was on public display from April 2 to May 4, 2026. During the display period, it was possible to submit feedback on the participation and assessment scheme. A total of five opinions were received from private individuals and associations, and 13 requested statements were received from authorities.
The participation and assessment scheme was presented during the display period at the Southern Comprehensive plan’s own public event and at the Tampere Residents´ Evening in Nekala. A total of about 70 participants attended the events to learn about the planning work that had begun. Thank you to everyone who participated!
After the participation and assessment scheme was made publicly available, a need has emerged to expand the comprehensive plan area to include the developing Lakalaiva new district center.
The City Board will decide on the expansion of the plan area in August, and the participation and assessment scheme will be made available again for public display in autumn 2026. Opinions and statements already submitted will be taken into account.
After the second public review, the planning process will continue with the analysis of the feedback received on the participation and assessment scheme and drafting of responses. The feedback and responses, as well as the baseline and objectives report, will be submitted to the City Board for consideration in autumn 2026. The City Board will determine the next steps for the planning process based on these documents.
The planning area for the Southern Comprehensive Plan
The planning area for the Southern Comprehensive Plan 2025–2029 is located south of the city center, on the site of the current marshalling yard and its immediate surroundings. The area is bordered by Viinikanoja to the north and Lakalaiva to the south.
The target is a controlled transformation
The comprehensive plan concretizes the existing strategic comprehensive plan. The plan guides the city’s internal growth and reinforces development along the Pirkkala and Vuores tram routes. The comprehensive plan promotes the transformation of the rail yard area and its surroundings into a compact, green, and diverse neighborhood where moving between places is easy. The comprehensive plan ensures the controlled progression of the transformation and guides future detailed planning.
The Comprehensive plan is linked to broader development
The comprehensive plan anticipates a long-term change in which the marshalling yard will be relocated, and the area will be freed up for other uses. The planning responds to the development of the nationally significant southern growth corridor, which is linked to new logistics connections and the development of the rail network. The comprehensive plan is being prepared for Tampere, but
complete transformation of the area is only possible as part of the implementation of a broader regional and national plan. Tampere is initiating “the City Development Programme for the Southern Areas” to support the shared vision and goals of the City Region.
