The Participation and Assessment Scheme is once again available for public review
The Participation and Assessment Scheme for the Southern Comprehensive Plan has been made available for public review again from 3 September to 5 October 2026. The City Board decided to expand the boundaries of the plan area and make it available for public review at its meeting on August 31, 2026.
You can review the participation and assessment scheme on this page and submit feedback on it by October 5, 2026, to the city’s registry office at: [email protected]. Be sure to include the plan’s reference number, TRE:200/10.02.03/2026, in your comments.
The planning process began in the spring, and the participation and assessment scheme was first made available for public review in April 2026. Opinions and statements submitted during the first public review period in the spring do not need to be resubmitted.
The planning area has been expanded to include the Lakalaiva regional center
The boundaries of the Southern Comprehensive Plan’s planning area have been expanded to also include the developing Lakalaiva regional center.
The preparation of the Southern Comprehensive Plan began following a decision by the City Board on March 30, 2026. The participation and assessment scheme was on public display in April 2026. Since then, it has been determined that the plan area needs to be expanded to include the future Lakalaiva neighborhood center within the planning area.
The planning area for the Southern Comprehensive Plan is located south of the city center, within the area of the existing rail yard and its immediate surroundings. The area is bounded by Viinikanoja to the north, and the new southern boundary includes the future Lakalaiva regional center. The expanded boundary area is located within the area bordered by the highway interchange, Autovarikonkatu, Automiehenkatu, and Lempääläntie.
The target is a controlled transformation
The comprehensive plan concretizes the existing strategic comprehensive plan. The plan guides the city’s internal growth and reinforces development along the Pirkkala and Vuores tram routes. The comprehensive plan promotes the transformation of the rail yard area and its surroundings into a compact, green, and diverse neighborhood where moving between places is easy. The comprehensive plan ensures the controlled progression of the transformation and guides future detailed planning.
The Comprehensive plan is linked to broader development
The comprehensive plan anticipates a long-term change in which the marshalling yard will be relocated, and the area will be freed up for other uses. The planning responds to the development of the nationally significant southern growth corridor, which is linked to new logistics connections and the development of the rail network. The comprehensive plan is being prepared for Tampere, but
complete transformation of the area is only possible as part of the implementation of a broader regional and national plan. Tampere is initiating “the City Development Programme for the Southern Areas” to support the shared vision and goals of the City Region.
