According to the 2027 draft budget, the Housing and Real Estate Committee’s operating margin is €189.1 million. Operating income amounts to €290.2 million and consists mainly of rental income from premises and land, as well as capital gains from the sale of assets. Operating expenditure amounts to €101.2 million.
The budget’s objectives place particular emphasis on diversifying the production of new residential units, promoting small-scale residential construction, reducing homelessness, and improving the liveability and attractiveness of districts. Circular economy is also promoted.
Investments totalling over €113 million
The committee’s proposed net investment for 2027 totals €113.6 million. This sum comprises investments in building construction (€102.4 million), investments in land assets (€8.5 million) and investments under the Hiedanranta and Five-Star City Centre development programmes (€2.8 million).
The proposed investment is €2.6 million lower than the budget framework approved by the City Board in June, as it is proposed that the construction of the southern district Swimming Pool and Järvensivu School be postponed to a later date.
– Despite the difficult economic situation, Tampere is continuing with its planned investments, particularly in schools and day-care centres. The investment proposal seeks to strike a balance between fiscal consolidation and the city’s long-term development, says Deputy Mayor Jaakko Mustakallio.
Land allocation decisions and housing projects
The meeting will also consider several decisions relating to housing and land use. Among other things, the committee will be presented with a proposal to set aside a new housing plot in Lahdesjärvi, the allocation of a lot for a supported housing project for people with disabilities in Taatala, and lot arrangements relating to the Käräjätörmä community village project in Tohloppi.
Further measures are being prepared to support the 2027 budget
The city’s weakened financial situation has led to the preparation of additional measures to support the 2027 draft budget. In accordance with the guidelines issued by the Mayor’s Executive Group in August, each service area is to prepare additional savings of one million euros, whilst central administration is to propose additional measures totalling 0.2 million euros, in addition to the budgetary framework. The combined effect of these proposals is estimated to improve the city’s financial result by a total of 3.2 million euros.
The committees will consider the additional measures as separate proposals before the package as a whole is incorporated into the mayor’s draft budget.
The final decision on the budget is taken by the City Council
The draft budget approved by the committee will form part of the mayor’s draft budget. However, the mayor’s draft budget for 2027 may include amendments to the committee’s proposal. The final decision on the 2027 budget will be taken by the City Council at its November meeting.
