The core system is used to manage the city’s accounts, ledgers, fixed assets, internal accounting and reporting.
The procurement was carried out through a negotiated procedure, with four companies submitting final tenders. The system developed by Digia Finland Oy proved to be the most cost-effective overall solution for the city’s financial administration needs.

The value of the contract over a six-year period is approximately €2.6 million. The contract is valid until further notice.

This is the first of four financial management systems to be procured. Tampere is replacing its 20-year-old system with modern solutions. Instead of a single system, the city decided to procure a comprehensive suite of financial systems to ensure the most appropriate solutions for its various financial tasks. Financial data is transferred automatically between the systems through integrations.
Next, the City of Tampere will put out to tender separate systems for purchasing and purchase invoice processing, financial planning, and investment management. These tendering processes will be carried out during 2026.
The core system for financial administration will be rolled out by December 2027 at the latest. The other systems for financial administration will be rolled out in phases by March 2028.
