Tampere Region Employment Strategy 2035 moving forward - Strengthening the direction of growth and skills in the Tampere region

The Employment Division of the Committee for Competence and Economic Development has approved the Tampere Region Employment Strategy 2035 and proposes its further approval to the Committee and the City Council. The strategy outlines how the region's employment and vitality will be strengthened in the long term.

Work on the Tampere Region Employment Strategy was launched in January 2025. The Employment Strategy is a joint strategy between the actors in the Tampere Region and the employment area. The aim is to strengthen employment and vitality in the region. The strategy has created a common understanding of the long-term guidelines for increasing employment and the key measures to be taken by the different actors. As the environment is constantly changing, sometimes unpredictably, the strategy takes a specific stance on how things are done and what they aim to achieve. A major change is the shift towards a more employer-driven approach to employment policies.

A vision for growth guides the measures

The strategy's vision is one of growth - increasing the number of jobs and people in employment, improving the quality of employment and ensuring the availability of a skilled workforce. It is based on a demand-driven approach, where employers' needs guide the development of services and measures.

- The record youth unemployment rate of 20% is a wake-up call that needs to be met with determination and cooperation. The Employment Strategy 2035 gives us the tools and direction to reverse this trend. Youth employment is not just an economic issue - it is crucial for the future and well-being of the whole region," says Jaakko Mustakallio, Deputy Mayor and Chair of the Employment Division of the Committee for Competence and Economic Development.

Five priority areas

The strategy identifies five priority areas for action:

  1. Securing the supply of skilled labour
  2. Strengthening the links between education and the labour market
  3. Increasing the attractiveness and visibility of the region
  4. Improving entrepreneurship and employment conditions for SMEs
  5. Ensuring social and ethical sustainability of employment services

The strategy will also guide the work of municipalities

A version of the strategy, discussed by the Employment Division, will be sent to the municipalities of the Tampere Region Employment Area for information and use in the preparation of municipal strategies. The strategy will be implemented through service and annual plans and in close cooperation with the partnership network. In January 2026, a broad cooperation seminar on the strategy will be organised for the different actors.
