This year, Tampere is updating the service network plans for education and culture services as well as upper secondary education.
– The plans concern kindergartens, comprehensive schools, upper secondary schools, libraries, and facilities for youth, culture, sports, and leisure, says Development Coordinator Kirsi Suominen from the City of Tampere.
A service network refers to the entirety of a service and the facilities associated with it. Service network plans are high-level policy documents that describe the current state of a service network and anticipate long-term changes.
– Tampere is a growing city where service needs are evolving. Service network planning helps us prepare for the future and ensures that residents continue to have access to all statutory and other essential services, explains Coordinator Elina Kalliohaka.
Preliminary plans extend to 2040
The updated service network plans will extend through to the year 2040. They compile extensive data including the 2024 population forecast, information on the city’s current services and facilities, renovation needs, and the evolving service needs of residents.
The assessment of the current situation and the anticipation of future needs have been carried out in collaboration with experts, staff, and stakeholders across various service sectors.
Residents have also been consulted throughout the process. Feedback on the general principles of the service network planning has been gathered from advisory councils, other resident groups, and the Tampere Panel (Tampereen raati).
Anyone interested in the topic is welcome to explore the preliminary service network plans and provide feedback. The materials will be available on the city’s website and at the Tampere Residents’ Evenings in August and September.

The Tampere Residents’ Evenings are open events where locals can learn about and comment on current city matters.
The update of the service network plans is one of the key topics at the autumn 2025 events. Experts from various service areas will be present to answer questions and receive feedback. The plans will also be available in English.
– We’ve compiled the key information into maps, which make it easy to see, for example, where new sports facilities or kindergartens are preliminarily planned, explain Kalliohaka and Suominen.

The service network materials will be available for viewing and feedback from 28 August to 21 September 2025 on the city’s website: Planning service networks.
The updated service network plans will be finalised by the end of the year and reviewed by the city’s committees and the City Board in February 2026.
