Neighbourhood Development
The City of Tampere ensures the vitality and balanced development of residential areas through neighbourhood development. The following themes are taken into consideration in the development of all neighbourhoods: services and vitality, housing, mobility and accessibility, schools and daycare centres, the quality and attractiveness of the local environment, safety, integration, participation and sense of community, as well as the identity and reputation of the areas.
Targeted neighbourhood development is being carried out in particular in Hervanta, Multisilta and Peltolammi, Kaukajärvi and Annala, and Tesoma. The areas have been selected based on their number of residents, socio-economic situation and need for development cooperation. Short-term neighbourhood and suburban programmes have previously been implemented in these areas.
We develop these areas in collaboration with various city departments, The Wellbeing Services County of Pirkanmaa, local actors and residents.
The Neighbourhood Development Programme 2026-2029
The Neighbourhood Development Programme is a separate strategic programme that guides the development of neighbourhoods in the coming years. The program defines the principles for ensuring a pleasant, safe, and smooth everyday life in all neighbourhoods. It also outlines the desired changes for selected target areas, which will guide the concrete development measures directed at these areas.

The Tampere City Board approved the neighbourgood development programme on 26 January 2026.
Development of the target areas
The neighbourhood development action plan brings together measures taken by various departments of the City of Tampere and The Wellbeing Services County of Pirkanmaa. The action plan includes measures related, for example, to the zoning programme, as well as development actions specifically targeted at the selected areas. Participate in Neighbourhood Development
Residents and actors in the area can participate in the development of the neighbourhoods through annual Tampere Residents’ Evenings and regional actor networks.
In the summer of 2024, we also asked residents in the target areas about their experiences of their neighbourhoods and their wishes for development.
In spring 2023 and autumn 2025, we surveyed the experiences of Kaukajärvi and Annala residents regarding their neighbourhood and their wishes for its development.
