Invitation to preliminary market consultation on promoting youth employment and well-being
The City of Tampere’s Employment and Growth Services is planning a procurement aimed at promoting the employment, education, and well-being of young people aged 18 to 29, while also preventing social exclusion and regional segregation. The primary target groups are NEET youth meaning young people who are not in employment, education, or training, as well as young people with a foreign-language background. The pilot will focus on the Hervanta and Lielahti–Hiedanranta–Niemenranta–Lentävänniemi areas of Tampere.
The youth employment pilot projects have received a total of 15 million euros government funding for the period 2026–2028. As part of the Government’s spring 2026 spending limits decision, funding was awarded to 11 cities based on a proposal submitted by Finland’s six largest cities.
The City of Tampere invites organisations interested in the potential procurement to attend an information session concerning the procurement targeted at NEET youth on Friday, 2 October 2026, from 12 a.m. to 3 p.m. The event will be held at the City of Tampere Employment and Growth Services’ Finlayson office, in the Kohtaamisia meeting space, located at Satakunnankatu 18 A, 33210 Tampere.
During the event, the contracting authority will present its preliminary plans and ideas regarding the procurement. The aim is to gather views from potential tenderers and other stakeholders on the content, implementation methods, and structure of the service. The feedback received may be utilised in the further preparation of the procurement process, helping to ensure that the future tendering procedure is carried out in the most appropriate and effective manner.
The pilot is intended to be implemented in close cooperation with employers, education providers, the wellbeing services county, associations, third-sector actors, and other key partners.
Information regarding the publication of the invitation to tender will be announced separately at a later date.
Registration for the information session must be completed via an electronic form by 30 September 2026.
