Finding a suitable flat, type of accommodation or plot of land influenced the decision to move, at least to some extent, for 94 per cent of respondents and significantly for 88 per cent. At the same time, 73 per cent of respondents would consider returning to Tampere.
A study commissioned by the City of Tampere examined the experiences and reasons for moving of people who had moved from Tampere to neighbouring municipalities. A total of 277 people took part in the interview survey. The results show that the main reasons behind the move are, above all, life changes and the associated housing needs.
The housing supply in the new municipality met the needs of many respondents better than that in Tampere.
– The study reinforces our view that many people in the process of starting a family are moving to neighbouring municipalities in search of more spacious accommodation. Many of those who move away only return – if they do – once their children have left home. In Tampere, recent land and housing policy guidelines have addressed the need to increase family-oriented housing. In addition to building new developments, we need to consider ways of ensuring that large family homes are better targeted to meet the needs of families with children. ‘Research provides us with valuable information to support the development of housing,’ says Jaakko Mustakallio, Chair of the Housing and Real Estate Committee and Deputy Mayor .

A pleasant living environment and a smooth daily life in the new municipality also emerged as key factors influencing the move.
Although many have found a suitable housing solution in a neighbouring municipality, their connection to Tampere remains strong.
According to the survey, 73 per cent of respondents would consider moving back to Tampere. Only seven per cent stated that they would not return to the City of Tampere under any circumstances. The willingness to recommend Tampere also remained high: the City of Tampere’s NPS (Net Promoter Score) was +46.
The survey indicates that Tampere continues to be viewed positively even after people have moved away. Many respondents said they missed Tampere’s services, public transport, cultural offerings and events, as well as their familiar surroundings and social networks.
Tampere is using the assessment as part of the implementation of its housing and land-use policy guidelines. The assessment provides information on the reasons why people have moved from the Tampere City Region to other municipalities in the region and uses the findings as a basis for detailed planning and land allocation.
The study was carried out by Bondata Research Oy on behalf of the City of Tampere’s Sustainable Housing and Construction Unit. The survey was conducted via telephone interviews in June 2026, and 277 people who had moved from Tampere to neighbouring municipalities between 2020 and 2026 took part.
