Tampere continues neighbourhood development with a new strategic programme

Tampere City Council approved at its meeting on January 26, 2026, the Neighborhood Development Program for 2026–2029. The goal is to make Tampere a city where all neighbourhoods are pleasant places to live and where everyday life runs smoothly for Tampere residents.

The neighbourhood development programme is a plan that guides how the entire city and its various neighbourhoods will be developed in the coming years. The aim of the program is to further strengthen Tampere's vitality and its attractive and unique neighbourhoods. Development will take place throughout the city, but the program also takes into account the different starting points of the neighbourhoods and, in particular, their future needs.

A pleasant everyday life in all neighbourhoods

The program includes common principles for the entire city of Tampere that guide the development of all neighbourhoods. There are nine principles, which aim to ensure that everyday life is smooth and comfortable in all neighbourhoods. The city is being developed close to its residents – in the city's neighbourhoods.

- We monitor the quality of life of Tampere residents throughout the city using various indicators, and we aim to use these principles to develop the city as a whole. Good things are happening all the time in different parts of Tampere, and the city's residents are rightly proud of their own neighbourhoods, says director Pekka Salmi.

The principles focus on diverse housing options, functional transport connections, and the adequacy of local services. Attention is also paid to the safety and comfort of residential environments. The principles also focus on equality in schools and daycare centers and on opportunities for residents to participate, integrate, and meet each other. The common goal is to have unique and attractive neighbourhoods throughout the city.

Targeted neighbourhood development in several areas

During the current council term, Tampere will continue its resident-oriented neighbourhood development, particularly in Hervanta, Tesoma, Kaukajärvi, Annala, Multisilta, and Peltolammi. The target areas have been selected based on their number of residents, socioeconomic situation, and need for cooperation and development work. Short-term neighbourhood and suburban programmes have previously been implemented in these areas, and the aim is to continue the development of the areas in a long-term and holistic manner.

Previous projects have focused on close cooperation between city departments, local actors, and residents. This joint collaboration has produced visible results: pleasant environments, new operating models, better communication about local issues, and a stronger sense of community. These positive experiences create a strong foundation for continuing development work.

Areas are developed through broad collaboration

Goals for the target areas have been set for 2026–2029. Based on these goals, different city departments and the “Kaikkien Tampere” -development programme are working together on development in the areas.

-This year, for example, we are developing a network of regional meeting places, planning a super bus service specifically for Kaukajärvi and Tesoma, and promoting small-scale residential housing construction, says Henna Kuitunen, the development coordinator responsible for coordinating the programme.

The development of different city neighbourhoods will be actively monitored, as the well-being of all Tampere residents is important. The development model allows for flexible targeting of actions to other areas of Tampere as needed.

Neighbourhood development is carried out in collaboration with the city's various departments, Wellbeing Services County of Pirkanmaa, local actors, including companies, and residents. "The programme has been prepared in the neighbourhood development working group, and it is based on the long-term neighbourhood development model created during 2024–2025.
