Tampere updates its service network plan – explore the action proposals and share your views

The City of Tampere is updating its service network plan to anticipate what services and facilities will be needed in Tampere in the future. The plan covers libraries, facilities for sports, youth and cultural activities, as well as kindergartens, comprehensive schools and upper secondary schools. Residents of Tampere are invited to explore the proposed actions and provide feedback by responding to the survey. The survey is open until 7 December.

Tampere’s population continues to grow. As the number of residents increases, so does the demand for services.

– At the beginning of this year, we launched the update process to review the city’s services and facilities in light of new population forecasts. This so-called service network plan extends to the year 2040, says Elina Kalliohaka, Coordinator at the City of Tampere.

The plan covers the city’s libraries, facilities for sports, youth and cultural activities, kindergartens, comprehensive schools and upper secondary schools.

The aim is to ensure that Tampere residents continue to have access to high-quality services in the future.

– The plan anticipates what residents will need in the coming years – which areas will require new service facilities, which existing facilities need renovation, and where the use of facilities can be made more efficient, explains Development coordinator Kirsi Suominen.

Explore the preliminary action proposals and share your feedback

Throughout 2025, a wide range of experts from various fields, city staff and stakeholders have contributed to the update of the service network plan. Residents have also been consulted in multiple ways as the work has progressed.

The proposed actions concerning libraries, sports, cultural and youth facilities, as well as kindergartens, comprehensive schools and upper secondary schools, have now been completed. In total, there are 68 action proposals.

– We hope that Tampere residents will familiarise themselves with these preliminary proposals and share their views by responding to the survey, says Elina Kalliohaka.

– All proposals are presented as part of the feedback survey. Respondents can choose which sections they wish to explore and comment on. Feedback can be given on individual actions or on broader entities, explains Kirsi Suominen.

The service network survey is open from 24 November to 7 December 2025. Everyone is welcome to respond. You may respond to the survey in Finnish or in English.

All feedback previously collected from residents, as well as the responses received through this survey, will be taken into account in the preparation of the service network plan.

The Tampere City Council will decide on the service network plan in spring 2026.
