– The core message of the strategy is that the future city is built together, and the power of action comes from every Tampere resident. Tampere is a city for everyone, where everyone can be themselves. We want to remain an equal, inclusive, sustainably growing, and vibrant city, known for its determined actions for the future, summarizes Tampere Mayor Ilmari Nurminen.
The strategy is based on Mayor Ilmari Nurminen’s programme "Our Tampere – Creating a Future Together" for 2025–2029. In addition, residents, city employees, subsidiaries, and stakeholders shared their views on the city’s future during the spring.
Nearly 7,000 responses were collected. Through an extensive, open, and participatory process, the aim was to reach diverse Tampere residents of all ages. Special support for participation was directed toward children and young people, the elderly, non-native speakers, and those in vulnerable positions.
Strategic focus areas: Joy of life, Sustainability, Leading the way, Together
The vision of the “City of Action” strategy is complemented by four focus areas, which include key policies, objectives, and indicators for the council term: Joy of Life, Sustainability, Leading the Way, and Together.
The focus areas emphasize themes related to well-being and safety, meaningful leisure time, learning, and education. Topics such as carbon neutrality, biodiversity, and neighbourhood liveability are also highlighted. Furthermore, key policies and objectives target employment and skills, growth, internationalization, and experiences.
The fourth focus area, Together, combines themes related to the city organization’s operations, emphasizing factors that accelerate the city’s capacity for renewal.
– The strategy has been prepared in an exceptionally challenging economic situation. Balancing the economy during the current council term requires us to renew our ways of working. We will ensure long-term economic sustainability by focusing on building an attractive, vibrant, and equal city, says Group Chief Executive Officer Juha Yli-Rajala.
The strategy takes into account the United Nations’ Agenda 2030 goals for environmental, social, and economic sustainability. The current council term is the last opportunity to ensure these goals are achieved, and Tampere aims to succeed as part of the group of international frontrunners.
Once the strategy is finalized, the real work begins – the strategy only becomes reality when words turn into actions. The work will be guided by the strategic management system. The guiding principle of the new strategy is strong collaboration, and its implementation draws strength from the entire city community.
