Employment subsidy for the intermediate labour market

The Employment Subsidy for the intermediate labour market is one of the City of Tampere's vitality grants. It supports the employment of unemployed jobseekers residing in Tampere by funding salary costs and employment-supporting coaching activities.

The subsidy is intended for non-profit associations and organizations.

Applications for the 2027 subsidy can be submitted between 15 September and 20 October 2026.

The subsidy is awarded by the City of Tampere Vitality and Skills Committee.

Eligible costs and award criteria

The subsidy may be granted to cover the wage costs of employees who have received unemployment benefits for more than 400 days and who have generally been unemployed continuously for at least 12 months. The employment relationship must last for a minimum of 12 months, meet the requirements of the employment condition for unemployment security, and involve working hours of at least 80% of full-time work.

Eligibility criteria for the subsidy

• As a general rule, the subsidy is awarded to organisations that employ at least 10 unemployed job seekers per year.
• The subsidy may also be awarded to organisations that employ at least 5 unemployed job seekers and have the capacity to provide employment-focused coaching aimed at supporting participants' transition into further employment.
• The subsidy may also be awarded to consortia that jointly employ at least 10 unemployed job seekers per year.

An association may receive a subsidy of 1 500 euros per employed person per month to cover wage costs. In addition, an association may receive 300 euros per employed person per month for coaching that supports the employed person's transition into further employment.

Economic activity and de minimis aid

If the subsidised activity constitutes economic activity, the subsidy may be granted as de minimis aid.

De minimis aid may be granted up to a maximum of 300 000 euros over a three-year period. An organisation may receive funding both for non-profit activities and for economic activities supported under the de minimis aid framework.
