Youth Guarantee Grants

The Tulevaisuusverstas project organises workshops to develop futures literacy, the ability to understand the interaction between the present and the future. In these workshops, young people explore different education and career paths and are given tools to build a positive vision of the future. Visits to companies will also be organised.

The aim of the Mun suunta project is to develop support for young people's participation in working life and to strengthen the working life skills of young people who have been left without a direction in their working life and studies. The project aims to develop career planning process support and tools for young people to enter working life and the first stages of their careers through workshops and individual coaching. The workshops include Work-Life Practices, Canva, The Circular Economy and its opportunities and Video Interviewing.

The aim is to strengthen inclusion, self-confidence and working life skills.

TOSI-lab is a process that uses artistic methods to support young people's wellbeing in an individualised way, helping them to identify and overcome barriers to employment and supporting their overall wellbeing.

It is a group activity using art-based methods to practice self-reflection, identification of resources and exploration of personal interests. The aim is to help participants discover their strengths and paths towards study or work.

The Pelipala project aims to promote youth employment, skills development, inclusion and wellbeing. The project offers young people the opportunity to design and implement their own game - board game, card game, role-playing game or escape room game. The project includes a business aspect, with a financial and possible business plan for each game.

The project aims to increase participation, agency and self-esteem, and to develop professional skills and career planning, while enhancing working life skills and entrepreneurial competences.

The Oma polku työelämään project provides job coaching, using youth work methods to identify and support young people's strengths and find their own paths towards work. Methods include theatre and visual arts. In order to support employment, the potential of AI applications will be explored and young people's skills in using these applications will be strenghtened. The aim is to help young people find jobs and articulate their own strengths.

The aim is to raise young people's professional self-esteem and help them find their own strengths and their own future path. The aim is also to take forward their career plans.

Ponnahduslauta elämään is a joint project of YAD ry and Pirkanmaan Kaarikoirat ry. It offers group work experience and substance-free peer activities. It strengthens the working life skills of the participants and enables them to complete parts of a vocational qualification in youth and community guidance.

The aim is to strengthen working life skills, create a positive and safe experience of working life and help young people find their own strengths and paths forward.

The Kohti työelämää project promotes the integration of participants into education and working life. The project focuses in particular on supporting young people in transition, those who need special support or those from different cultural backgrounds. In the project, young people are assisted in finding employment services and to prepare job applications.

The aim is to strengthen young people's skills and inclusion in the working life, and to improve their skills and understanding of employment options.

The Oma polku project aims to provide inclusive support to help young people pursue their dreams by assisting them with employment and professional growth. The target groups are young people from immigrant and Finnish backgrounds. The goal is also to increase interaction between young people from different backgrounds and promote mutual learning.

The aim is to strengthen young people's participation in working life and increase their employability, while promoting their self-esteem and sense of empowerment.

The Ulos komerosta - kohti osallisuutta! project aims to find young people isolated in the home and get them moving and engaged. This new form of work starting at the young person's home reinforces the Legion Theatre's working method in its initial (phase 1) and final (phase 3) stages.

In stage 1, Sasky, Tredu or another body proactively informs the Legion Theater's worker of a potential drop-out or a young person who has already dropped out. The worker picks up the young person at his/her home with an intensive approach. With the young person, information is sought on the reasons for staying at home and barriers to engagement and inclusion are addressed. At the same time, a relationship is established with the young person and support is given to help him/her leave home, either for Legion Theater's group activities or other guided activities.

Stage 2 is the normal group activities of the Legion Theatre, where working life skills are practised and social skills are strengthened by learning interaction and teamwork skills. The aim of the Legion Theatre's group activities is to strengthen participation, inspire and increase active involvement during the process of playwriting, thus promoting the young person's ability to work. This phase also includes support for leaving home and other networking activities.

In stage 3, activities in the home and at the transitional phase are needed again to strengthen and make sure the young person's path forward is successful. The transition phase requires strong support from a familiar worker to ensure that the young person's strengthened capacity and developed skills and competences do not collapse in the face of change. The young person will be given the opportunity to adjust to a new environment and people in a calm and relaxed way, which will help him/her to maintain his/her acquired functional capacity and to participate in school and/or working life.

The Meidän juttu project focuses on preventing the exclusion of young people at risk of dropping out of education and supporting their progress towards working life. The project will develop new ways of working, such as peer counselling and recovery orientation by experts by experience.

The aim is to increase the experience of inclusion, social empowerment, wellbeing and agency of young people in the workshop.

Seed funding application, which will only be implemented if the project receives funding from the Regional State Administrative Agency or ESF. In order for a Youth Guarantee Grant to be paid to Mielen Association ry, the association must launch a project for which a Youth Guarantee Grant has been applied for and awarded as co-financing.

• Within the limits of the budget, it is also possible to award a Youth Guarantee grant outside the actual application period (rolling grant applications) for project activities carried out by the applicant that receive external public funding (for example ESF).

Before submitting a rolling grant application, the applicant must contact the City of Tampere Employment and Growth Services (Multidisciplinary Employment Services/Ohjaamo - One Stop Guidance Center for Young People).

• Non-profit associations and organisations providing services for young people. 

• Youth employment and skills development and other measures to promote employment directly targeted at young people.
• As seed or core funding for the development and piloting of new services implementing the Youth Employment Programme.
• Self-financing of project activities receiving external funding, up to a maximum duration of the project.
  
  Youth Guarantee Grants may be awarded for a maximum period of two years. The decision on the second year is conditional and the second year will be decided separately by the Committee for Competence and Economic Development, subject to the City Council allocating the necessary funds.
   

• Financing of continuous operations
• Activities that are core activities of the organisation or supported by other municipal subsidies
• Activities that generate a profit or whose main purpose is fundraising for businesses, individuals and city departments
• Investment and the acquisition or improvement of immovable or movable property.

The application period for the 2025 Youth Guarantee Grant was October 1 - October 31, 2024.

The maximum amount available for 2025 was 295 000 euros, with a maximum annual grant of 30 000 euros.

The next call will be announced at a later date.

The Youth Guarantee Grant is decided by the Committee for Competence and Economic Development. The applicant will be informed of the decision by e-mail. The grant may only be used for the purpose stated in the grant decision. If the purpose of the grant is not specified in the grant decision, the grant must be used for the purpose stated in the application.

Grants will be paid once the award decision has become final, unless the decision specifies a different payment schedule or conditions for payment of the grant. The grant awarded must be used for the activities of the year for which it was awarded. The grant may not be carried over to the following year without the agreement of the awarding authority. The grant may be recovered if the conditions for its award are not met.

The beneficiary of a grant must undertake to report on the use of the funding and the results of the project in interim and final reports.
