Modernising digital tools for the city

The city's procurement department aims to achieve highly automated processes that streamline the procurement process and support the work of those involved in procurement. In the future, purchased services will be managed more effectively in Tampere, enabling more comprehensive forecasting of procurement needs, more targeted procurement, and smoother cooperation with suppliers.

Key development areas in the coming years are:

• Integrating the Hanska procurement system into the city's systems and expanding its use
• Strengthening supplier management and developing tools
• Utilizing artificial intelligence and robotics in procurement preparation, competitive bidding, and category management
• Developing systems that support order management and the management of purchased services

The city's current HR systems do not support modern, effective personnel management. Employee basic information is maintained in both the HR core system and the payroll system, causing redundant work. Managers and employees do not have access to a self-service portal, nor sufficient visibility into their own or their subordinates' information. The city currently lacks a system for managing the skills, goal setting, performance management, or training of its 8,800 employees.

The City of Tampere aims to achieve the following by 2027:

• Procure a unified management support system as a service, encompassing all necessary HRM and HRD functions.
• Digitise and streamline personnel management processes.
• Create real-time personnel reporting, enhance the accessibility of HR data within the organisation, and utilise predictive analytics.

Between 2024 and 2029, the City of Tampere will reform its financial processes and will modernise its financial management system. The new system will enable:

• Better productivity tracking
• Automated reporting, reducing manual tasks
• Lower risk of human error
• Real-time project management with automatically updated information
