Local detailed planning for the expansion of Kaukajärvi School begins

The local detailed planning of the Kaukajärvi School area is about to begin with the aim of increasing the right to build. The Participation and Assessment Plan (OAS) describing the work on the plan, its objectives and progress, and its interaction will be available until 1 February 2024, by which time opinions on the plan can be given. Kaukajärvi School is located at Juvankatu 13.

The aim is to expand or replace the school building. Another objective is to enable day-care centre and library services, as well as youth facilities on the plot. The aim is to adjust the building to the cityscape and to consider the ecological connection throughout the area, together with traffic safety.

The planning area is located in the Kaukajärvi district, approximately 7 kilometres southeast of the city centre. The area includes the Kaukajärvi School plot. The total size of the area is approximately 3.2 hectares. Land owner is the City of Tampere.

Other plans and progress

In connection with the plan, reference plans, the condition survey of the current building, the garden and stormwater plan, as well as the green factor calculation, traffic report and noise report are prepared.

Already completed studies, related to the planning project, include the inventory and valuation of the residential areas from the 1960s and 1970s outside the city centre of Tampere, the district programme of Kaukajärvi and Annala, bat and flying squirrel surveys, tree condition survey, construction history survey and construction condition survey.

In accordance with the Land Use and Building Act, the rezoning’s impacts on the following issues are assessed: people's living conditions and living environment, soil and ground, water, air and climate, plant and animal species, biodiversity and natural resources, as well as regional and community structure, urban and energy economy, transport. The impacts on the cityscape, landscape, cultural heritage and built environment are assessed.

The plan project will also assess the impacts on the development of effective business competition. In addition, the impacts on businesses are assessed, in accordance with the city's own policy. The impact assessments are carried out in connection with the preparation of the plan and recorded in the local detailed plan report.

Next, the local detailed plan will progress towards the preparation phase. The local detailed plan draft and the materials of the preparation phase will likely be made available for viewing during the current year, at which point the public presentation related to the plan will also be organised. Statements and opinions on the local detailed plan are collected, and these will be discussed in the further work.

The local detailed plan will be made available again as a plan proposal, after which it will be submitted to the urban committee for approval.

In the next phase, the preparation material and the local detailed plan draft are put on display. Statements on them are requested, material is presented, and opinions are collected. In due course, the local detailed plan proposal will be submitted to the urban committee for approval.

In 2023–2025, a district programme is also under way in Kaukajärvi and Annala, to promote the attractiveness and well-being of the area. The future expansion of Kaukajärvi School is the city's most important construction site in the area.
