Small town life in a city – Kaukajärvi and Annala are being developed together

The 2023–2025 neighbourhood programme for Kaukajärvi and Annala in Tampere is well under way. New low-threshold activities have already been launched in the area, such as the “Mummun ja vaarin tupa” (Grandma and Grandpa’s House) for families with children, and a service offering community counselling. Co-operation with residents and different actors is close.

Next year, there will be more visible changes for example the renovation of the dog park, which the residents have much hoped for, and the restoration of the outdoor route from Kaukajärvi to Annala and Kisapirtti. 

A neighbourhood vision "Small town life in a city" has been created as a guideline for development. Extensive background work was carried out in co-operation to prepare the ground for the neighbourhood vision, and concrete measures for the following years were put together to implement the vision.

A total of approximately 2,000 residents and approximately 100 actors participated in the creation of the vision. Information from residents has been collected through a residential survey, a resident event and through services and events in the area.

-We have continued to utilise the good lessons learned from the Peltolampi-Multisilta Suburban Programme (2020–2022) and striven to co-operate as much as possible with different actors and residents, explains Project Manager Henna Kuitunen of the Suburban Programme.

Nature, community and vibrancy as themes

The themes of the Kaukajärvi and Annala neighbourhood vision were nature, community and vibrancy. The nature theme focuses on caring for nature, on having inviting nature recreation services and parks, and an environment that encourages mobility.

The community theme aims to promote communality and safety. This includes supporting youth inclusion and developing the attractiveness of the Haihara Manor area and the diversity of services in the neighbourhood.

In the theme of vibrancy, the objectives include high-quality public urban spaces and the promotion of traffic safety in the area, smooth public transport and diversification of housing stock.

Joint operational programme

The Operational Programme of the City of Tampere consists of development actions for the years 2023–2025 from the different sectors of the City of Tampere, the Pirkanmaa wellbeing services county and other actors in the region. According to current information, 34 different measures will be implemented. There are also ideas for measures, the possible implementation of which is still being explored.

The Kaukajärvi and Annala area will be developed, for example, by improving the traffic safety and accessibility of Juvankatu. Development of the Haihara Manor area will begin together with residents and actors.

In order to take care of nature, there will be activities such as invasive species work parties and a nature hike. The renovation of the outdoor trail will also include the replacement of the lighting and the renewal of the outdoor fitness equipment at the leisure centre. The neighbourhood market will be developed, and Big Brother and Big Sister activities will be launched for families. In addition, the extension of the Kaukajärvi school (including the Juva day-care centre, library and youth centre) and the design of a superbus for the area will be launched.
