Recruitment support and bonus

Recruitment support is granted to employers who employ Tampere citizen, who is an unemployed job seeker. The support is intended for covering the recruitment, work space, work uniform, briefing and guidance costs related to employing a new worker, but not for covering salary expenses.

Recruitment support is granted according to an allowance. The recruitment support of 600 €/month/employee is paid for a maximum of six months. The benefit may be paid for the entire duration of an apprenticeship, provided all other conditions are met.

Recruitment support is only granted for a new employment relationship. Recruitment support must be applied for within two months of the commencement of the employment relationship.

The support may be granted, if one of the following criteria is met:

•    the person to be employed has received labour market support for a minimum of 200 days or

•    the person to be employed is a qualified, unemployed person under 30 years of age, who is being employed in a job related to their qualification or

•    the person to be employed is an unemployed, unqualified young person under 25 years of age and they are hired as an apprentice or

•    the person to be employed is an unemployed immigrant, whose Finnish language skills are lacking

Apart from a recruitment support, companies can also apply for a one-time payment of a recruitment bonus of 1800 euros, if the employment relationship lasts for a minimum of one year and a minimum of 85% of full-time working hours. The period of validity of the employment relationship can be calculated to have begun from the time the recruitment benefit was first paid.

When applying for recruitment benefit or compensation, follow the following steps:

• Fill in the application for recruitment benefit or compensation.
• Submit along with it the following attachments: 

1.    A filled-in and signed recruitment benefit consent form and
2.    A signed work contract

• If it is an apprenticeship, submit along with the previously mentioned attachments a signed apprenticeship agreement.

Wage subsidy

Wage subsidy is a discretionary financial support for employers. Its purpose is to cover a portion of the wage costs when an employer hires an unemployed job seeker. The goal of a wage subsidized job is to improve the vocational skills of the person being supported and promote their employment in the open labour market.

The wage subsidy can be up to 50% or 70% of the wage costs, and it can be granted for a period of five or ten months. Wage subsidies can also be granted for apprenticeship training.

An open wage-subsidized position can be announced by contacting via email at [email protected], calling 040 580 8811 or using a form provided.

The City of Tampere may grant employers an employment subsidy for the salary costs of unemployed job seekers who are 55 or older and are customers of the Pirkanmaa local government pilots on employment. The employment subsidy can be used to assist in recruitment when

•  The person to be hired is 55 years or older. 
• The person to be hired has been unemployed for at least two years within the last 28 months. 

The employment subsidy can be granted for a maximum of 10 months either for an indefinite or fixed-term employment relationship. 
The minimum weekly working hours for an employed person is 25 hours. If the regular working hours in the industry are less than 37.5 hours per week, then the minimum working hours should be at least 65 per cent of the industry's regular working hours.

The City of Tampere will verify whether the individual and the employer meet the conditions for hiring with the employment subsidy.
