The city's various services have prepared in various ways for new customers fleeing the war. Support and services include social services, health care, maternity and child health services. Eligibility for municipal services is further determined by a person's residence status, whether they are registered for temporary protection or as an asylum seeker. All persons residing in the municipality are entitled to the necessary social and health services, regardless of their residence status.
Immigration matters are handled by the Multilingual Counselling Service Mainio and International House Tampere. Information and support in Ukrainian and Russian is available on issues such as settling, job search, studies and entrepreneurship.
In early childhood education, the city offers Ukrainian-language clubs for children, and, where appropriate, activities for children under school age are organised, mainly in open early childhood family clubs, small children's clubs and part-time early childhood education.
In early childhood education you can apply for a day care place for your child via customer service. A day care place for a child can be offered for all children within four months. If day care is needed sooner because of studies or work, it will be offered faster. Preparatory education is provided for school-age children and young people. Teachers speak Finnish and Ukrainian. Teachers are in contact with guardians and with the reception centre, for example. The need for psychosocial support is also is also taken into attention. Children and young people are also guided in leisure activities, and a summer club is planned, run by school coaches.
The Tampere City Library provides free library cards for borrowing literature, magazines, music and films. The Multilingual Library also offers materials in different languages, and the PressReader service allows you to read foreign magazines and newspapers electronically. The service includes Ukrainian-language magazines. The library offers free access to a computer and wireless network. Patrons can use the library's multifunctional equipment to print, copy and scan.
To help people fleeing Ukraine, the EU has introduced a Temporary Protection Directive. If you have a residence permit under temporary protection, you have the same rights to health services, for example, as those who have a municipality of residence in Finland. They are also entitled to essential social services.
As a rule, Ukrainians who are employed in Finland are treated in the same way as nationals for health care services and receive services organised by the municipality/health care district or occupational health care. In addition, they receive essential and emergency social care services from the municipality.
Tourists staying in Finland for 90 days are entitled to emergency health care and essential and emergency social care services. These are organised by the municipality or health district.
Persons from Ukraine will only be directed to seek asylum in Finland if there is an obvious and justified reason to do so. Asylum seekers are entitled to essential social and health care services, which are organised by the reception centre (Migri).
