Does your organisation reach different resident groups, let's strengthen inclusion together
The City of Tampere regularly needs to involve different groups of residents in its planning, development and decision-making. There are many ways to gather information and strengthen participation, for example through surveys, workshops and discussions. Associations and local communities reach out to a wide range of people in Tampere.
The city now wants to bring together information on different groups and meeting places with which we could cooperate in the field of data collection and other inclusion promoting work.

Organisational cooperation in the preparation of the urban strategy in spring 2025
The preparation of the 2025 Tampere Urban Strategy involved residents and communities in a variety of ways. For the first time, the city experimented with a new approach of reaching out to residents through cooperation with organisations. This approach, in partnership with organisations, helped to increase the pluralism of the strategy process.
The organisations' work reaches out to many groups whose voices are not easily heard through the city's participatory mechanisms, in particular people with intellectual disabilities, migrants, the inactive and people with substance abuse and mental health problems.
The organisations' role was to gather information and views from their target groups to support the strategy preparation. The city provided the questions through which the discussions with the target group were conducted. The questions were:
- What do you think works well in Tampere?
- What things could be improved in Tampere?
- Describe what you think a good Tampere would be like in five years' time in 2030.
- A summary of the key message for the future of Tampere.
The organisations themselves chose the ways of interaction and participation that best suited the target group. The events were for example workshops, joint discussions or functional methods.
The material collected was submitted to the city, which will use it in the preparation of the strategy, alongside the information gathered from other residents. For the activities carried out, the organisations were paid a fee of €500 to cover the costs of implementation.
