Early childhood education and pre-primary education support plan

The early childhood education and pre-primary education support plan is closely related to the City of Tampere Well-being Plan for Children and Youth, which is based on the Child Welfare Act (Section 12) and the Student Welfare Act (Section 12). 

The well-being plan has been drawn up by a multidisciplinary working group, which has identified well-being issues that require attention. By influencing one phenomenon, we can also influence other well-being-related phenomena. 

The support plan defines the principles, services and measures that are available to early childhood education children in need of support. 

The principle of locally available services as the starting point for planning out support

The support is organized on the basis of the principle of locally available services, i.e. the primary aim is to organize the support in a day care centre or pre-primary education unit in accordance with the child's place of residence. 

The paths of growth and learning have been designed so that the child can get the support they need in uninterrupted continuity from early childhood education to pre-primary education and from there until the end of basic education. 

Support services for children and families with children

The early childhood education and pre-primary education support plan defines support services, such as the regional organization of support, integrated groups, special needs teachers and assistants in early childhood education and care, as well as early childhood education counsellors. 

The support services also include pupil welfare services for children in pre-primary education.

Implementation measures

The staff must take up the most supportive ways of working with a child at an early stage, taking into account the methods, practices, and learning environments utilized in early childhood education and care, as well as their applicability to each individual child.

Based on this assessment, they can evaluate whether their own work and/or the learning environment can be modified to better support the appropriate pedagogic solutions.
