Proposal for city plan for the Linnainmaa tramway depot block

On 3 April 2024, the proposal to amend the city plan including the Tampereen Ratikka extension, depot and sports hall, as well as park-and-ride facilities was approved open for comments by the Committee for City Planning.

The city plan can be implemented in stages. At the time of drafting the plan, it is likely that the swimming pool and the park-and-ride facility will be completed in the first phase. The depot and the related rail connections will be implemented if this proves necessary.

‒ The city plan is relevant not only from the perspective of tramway construction but also from the perspective of sports facility construction. The plan makes it possible, for example, to build a swimming pool on a sports hall plot. The swimming pool has been a long-time wish, and the plan has now provided it a potential construction site. However, no funding has yet been allocated to the project, says Deputy Mayor Pekka Salmi.

The city plan enables the implementation of the depot, sports hall and park-and-ride facilities along Heikkilänkatu street in the vicinity of Linnainmaa, in the Pappila district. The tramway depot may be implemented later in the future, and the swimming pool will probably be implemented already at the end of the 2020s. The currently uninhabited area is owned by the city and hosts a fuel distribution station.

In the area covered by the city plan, building rights comprise approximately 27,400 square metres of floor area, of which the tramway depot comprises approximately 12,000 and the sports hall 4,700 square metres.

In connection with the preparation of the plan, a reference plan, a yard plan and a green factor calculation, a stormwater survey, an archaeological survey, a nature survey, a flying squirrel survey, a functional analysis of traffic, a road plan, a noise report, a vibration and structure noise survey, a plan economy survey and an assessment of the overall impacts of a larger area have been drawn up.
 

New landmark and transport connections

The tramway depot is a new landmark when driving from Jyväskylä towards the city, and the sports hall plays an important role when driving away from the city. In addition, the city plan enables building a new walking and cycling bridge over the Teiskontie road, which also becomes significant in the cityscape.

Today, there are ten public transport routes along Teiskontie road, and the nearest stop is at the intersection of Teiskontie road and Heikkilänkatu street. The planned tramways are expected to increase the use of public transport. There is a grocery store next to the tram stop designed for Heikkilänkatu. It is 600 metres to a nearby day-care centre.

A tramway line from Pirkkala to Linnainmaa is currently under planning to extend the current routes to Sorinaukio and Tays. As Tampereen Ratikka regional traffic expands, the depot will be too small and additional space will be needed. 

The preparation material for the city plan, i.e. the draft plan, the related illustration, report and study material, was open for comments in autumn 2023. The plan material has been supplemented on the basis of feedback received.

The proposal to amend the plan will be available on 5 April, when the proposal for a street plan for Heikkilänkatu will also be available.
