The first proposal for Kaupinlaakso city plan available for comments

Progress in Kaupinlaakso city planning. The first proposal for a city plan for Kaupinlaakso (previously, in draft stage, known as Medi-Park) will be available until 7 May 2024. The city plan for the area in Kauppi provides new housing and enables the construction of tramways from the Tays area to the east.

The planning area is located in Kauppi along Teiskontie road to the north, east of Kaupin Kampus and west of Tenniskeskus. The area is approximately 36 hectares. The planning area includes the current blocks of business and office buildings, that have already been planned, and a 240-metre zone not previously planned.

The city plan enables, for example, the construction of medical research, development, service and production activities, as well as sports services and housing blocks in Kauppi along the tramway that is planned to extend further to the east of Kauppi campus. The Kaupinlaakso I city plan brings about 2,450 inhabitants and 615 jobs to the area.
 

Kaupinlaakso entity

The new Kaupinlaakso district is only about four kilometres from the city centre along Teiskontie and the future tramway. The residents of the developing neighbourhood will have unique opportunities for physical activity and the vicinity of nature.

Kaupinlaakso will also be structurally coherent with the western part of Alasjärvi, which is currently under planning, i.e. the golf course area (future Kaupinlaakso II). After completion, Kaupinlaakso I and II provide a home for a total of approximately 9,000 residents.

The extensive recreational and natural areas of about 900 hectares in Kauppi-Niihama extend north of the planned areas. Significant natural assets and old-growth forests will be protected. The aim is also to build in line with sustainable development and carbon neutrally, considering the significant natural assets of the area and the environment.
 

Content of proposal for city plan

The city plan enables building a new west-east-oriented Lääkärinkatu street, along with tramway lines and tramway stops. The construction takes place on moraine slopes and rocky ridges, partly in clay soil. The housing blocks are designed as islands.

The scope and locations of Kaupinlaakso I's functional areas have seen minor changes since the draft of the previous phase (Medi-Park) was displayed and the feedback processed. There will be slightly more jobs than in the draft phase and less housing.  The blocks have been modified and compacted to preserve more forest than was proposed in the drafting phase.

Intermediate and valley areas with high natural value remain protected green and recreational areas. Significant natural assets and old-growth forests will be protected to the extent that they remain between construction areas.

In the eastern part, near Tampere Tennis Center, there will be a new sports hall and some commercial services and premises. The blocks of Itäpää city centre activities are closely linked to the further construction of Kaupinlaakso along Teiskontie.

An approximately 196,700-square-metre floor area will be built in the city plan area, of which approximately 98,000 will be used for apartment block plots and housing. 3,100 square metres are reserved for service housing. Approximately 63,200 are reserved for workplace functions, 35,700 for parking spaces, 9,300 for sports halls and 140 square metres for transformers and power supply stations.

At the same time as the city plan, proposals for street plans aiming to extend tramways are available.
