Wellbeing plan
The City of Tampere’s wellbeing plan for 2026–2029 sets out the objectives and measures through which the wellbeing of Tampere residents will be promoted and maintained in the coming years.
The plan is based on the wellbeing report, which describes the state and development of residents’ wellbeing. The report highlights various wellbeing disparities and phenomena among residents, and these challenges are addressed in the wellbeing plan.
The plan outlines the desired changes and specifies the measures aimed at improving residents’ wellbeing. Indicators have also been defined for the objectives, enabling the monitoring of whether the measures have led to the intended changes.
A human-centred perspective
The wellbeing plan is built on objectives and indicators both for specific age groups and for all age groups, enabling the monitoring of how the objectives are achieved.
The five age groups are:
- Children and young people aged 0–17
- Young adults aged 18–28
- Working-age adults aged 29–64
- Adults aged 65–75
- Tampere residents over 75
In addition, objectives have been set for nine cross-cutting themes:
- Preventive substance abuse work
- Equality and non-discrimination
- Safety
- Nature and environment
- Cultural wellbeing
- Integration
- Participation
- Livelihood
- Regionality
The wellbeing plan of Tampere implements the city’s strategy. The concrete measures described in the plan are specified in the implementation plans and annual plans of the city’s committees.
Promoting wellbeing together
Promoting wellbeing is a broad and cross-sectoral responsibility that concerns all fields of activity. The work is carried out in cooperation with local and regional actors, particularly with the wellbeing services county.
