General information about composting biowaste

Biowaste is organic food and garden waste that is fully biodegradable.

Biowaste may be composted on the property, but composting must comply with the waste management regulations. Improperly built or neglected composter can cause littering, odors and rat problems.

A composting notification must be submitted to the waste management authority for composting kitchen biowaste.

Composting in compliance with waste management regulations

If kitchen biowaste is composted on the property, the composter must be:

  • designed for composting food biowaste,
  • closed, sturdy and well ventilated,
  • protected against pests (no gaps larger than 7 mm),
  • large enough to accommodate slower composting during cold seasons.

In addition, composting must take into account:

  • Do not place any waste in the composter that would hinder composting or the use of composting soil.
  • Do not put in the composter any parts of invasive plants that are capable of reproducing.
  • Compost must not be removed from the composter before the waste has decomposed.
  • Composting soil must be utilised on the property.
  • Composting must not cause littering.

Composting notification

Composting of organic food waste must be notified to the waste management authority in accordance with the Waste Act.

You can submit a notification via the waste management authority's e-service (in Finnish). You can log in using your banking credentials or a mobile certificate.

Composter inspections

The regional waste management authority carries out composter inspections from May to September.

These inspections ensure that biowaste is properly sorted and that composters comply with waste management regulations. They also provide guidance and gather information to determine if the waste management regulations need updating.

Properties are not visited without notice; you will be informed about the inspection about 1–2 weeks in advance. Inspections take place outdoors, not inside buildings. The property owner does not need to be present during the inspection.

After the inspection, the property owner will receive an inspection report.
