Legal affairs unit
The Legal affairs unit of the Central administration includes:
- Decision-making guidance
- Land use and general administrative legal matters
- Procurement, corporate, and labour law matters
- Services for decision-making bodies
The Legal affairs unit is led by the Director of Legal Affairs, under whom operate two Leading Lawyers and Development Manager.

- Administrative functions supporting the City Council, City Board, and other decision-making bodies
- Legal guidance, support, and advice to city management and service units, as well as legal representation before authorities and courts
- Coordination of external legal services
- Guidance, support, and implementation of decision-making and preparation
- Organisation of agenda and minutes production for decision-making bodies
- Development of the city’s decision-making system
- Guidance and development of contract management, including legal support in drafting contracts
- Training decision-making bodies’ trust members and ensuring their operational conditions
- Support decisions for council groups
- Training and guidance on good governance and internal control practices
- Guidance on administrative and operational rules
- Support for organising municipal and state elections as needed.
