Legal affairs unit

The Legal affairs unit of the Central administration includes:

  • Decision-making guidance
  • Land use and general administrative legal matters
  • Procurement, corporate, and labour law matters
  • Services for decision-making bodies

The Legal affairs unit is led by the Director of Legal Affairs, under whom operate two Leading Lawyers and Development Manager.

The Legal affairs unit is responsible for the following:

  • Administrative functions supporting the City Council, City Board, and other decision-making bodies
  • Legal guidance, support, and advice to city management and service units, as well as legal representation before authorities and courts
  • Coordination of external legal services
  • Guidance, support, and implementation of decision-making and preparation
  • Organisation of agenda and minutes production for decision-making bodies
  • Development of the city’s decision-making system
  • Guidance and development of contract management, including legal support in drafting contracts
  • Training decision-making bodies’ trust members and ensuring their operational conditions
  • Support decisions for council groups
  • Training and guidance on good governance and internal control practices
  • Guidance on administrative and operational rules
  • Support for organising municipal and state elections as needed.
