Local government pilot on employment in Pirkanmaa

Local government pilots on employment kicked off on 1 March 2021 and will last until 31 December 2024. In the pilot, some of the unemployed job seekers will be transferred as customers to the employment services in their municipality of residence. Their employment services will be provided by their municipality of residence during the pilot. In Pirkanmaa, 22 municipalities participate in the pilot and form a pilot region. The goal of the local government pilot on employment is to promote employment and training among unemployed job seekers more effectively and create new solutions for attracting skilled and competent workforce. The purpose of the pilots is to improve access to the labour market in particular for those with a long-term unemployment history and for those with a vulnerable labour force status. New and effective services with a vast cooperation network will be created for the customers of local government pilots.

How do I know whether I am a customer of the local government pilot on employment?

Once you have registered as an unemployed job seeker at Pirkanmaa TE Office, you will be personally notified. You do not have to contact your municipality of residence or TE Office for that.
You will be a customer of Pirkanmaa local government pilot if you are an unemployed job seeker, employed or participating in a service promoting employment and your municipality of residence locates in the pilot region. And

  • you are not entitled to an earnings-related daily allowance, or
  • you are under the age of 30, expatriate or foreign-language speaker

If you are an immigrant with ongoing integration period, in Pirkanmaa pilot region your services will be provided by Tampere International Talent Attraction and Migration Service. If your integration period has ended, your employment-related services are provided by your municipality of residence. Also all foreign-language speakers have their employment-related services provided by their municipality of residence.

Registering as a job seeker

If you are a customer of the local government pilot on employment, you will be personally notified. The customers will transfer automatically to the pilot - you do not need to contact your municipality of residence or the TE Office because of the transfer.

During the pilot, new job seekers will register with Pirkanmaa TE Office. TE Services online e-service is available. The TE Office will direct customers covered by the pilot to the municipality as customers. A job seeker will be a customer in the municipality throughout the pilot. If, for instance, a customer is employed for a fixed term and then registers as a job seeker again, he or she will be directed back to the pilot.

Registering as a job seeker on the e-services of TE Services

Only Finnish and EU/EEA country citizens can start a job search online on the e-services of TE Services. If you are not a citizen of an EU/EEA country or Switzerland, you need to go in person to Pirkanmaa TE Office in Tampere to initiate your job search or alternatively use a separate online form (see below).

OMA coach in support of job search

Participating in the local government pilot on employment you will receive not only services supporting your employment but also a designated OMA coach. Your OMA coach will provide individual guidance and counselling. He or she will support you in your job search and will advise in official unemployment-related matters.

Your OMA coach will assess your situation and together the two of you will plan an individual path for you towards work, education or other services - what ever is fitting for your goals. He or she will direct you to the services and monitors your progress. The aim is to offer individual and efficient service.

Customer's checklist

If you have earlier made arrangements for appointments, services or tasks, remember to carry them out them in time in order not to interrupt your unemployment benefit.

  • Report all changes regarding your employment on the e-services; for instance starting to work or study or change of contact details.
  • If you need help or have any questions, call the national private customer helpline, tel. 029 502 5500 (Mon-Fri at 9.00-16.15) or send a message on the e-services of TE Services.
  • If you are starting a new service, submit the respective forms to the local government pilot on employment well in advance.

Services for customers of local government pilot on employment

The services include familiar services promoting employment e.g. job-finding, information and guidance services, career choice and career counselling, pay subsidy, start-up grant for a new entrepreneur, job application and career coaching, labour market training, work and training trial, professional assessments and independent study on unemployment benefits. The local government pilot on employment provides also integration services in compliance with the Act on the Promotion of Immigrant Integration. Moreover, municipalities can arrange their customers municipality-specific services which promote and support employment.
