Tavoitteena työllistyä -project

Tavoitteena työllistyä -project provides an opportunity for employment and a pathway towards entering the labour market. The key means for achieving this goal include a work placement period combined with comprehensive support services at Väliasema. We offer tasks in the following fields: transport, cleaning, customer service, communications, IT and textiles.

The goal is to strengthen vocational skills, identify work ability and capacity, enhance workplace competencies, and support successful participation in working life. The aim is to find a suitable employment solution together with an individual coach. We collaborate with employers on a daily basis.

Töihin!-project

Töihin!-project promotes the employment of unemployed job seekers in Tampere by offering goal‑oriented work try‑outs as well as individual coaching and guidance. The project strengthens participants’ vocational skills, supports the identification of their work ability, and enhances their readiness to transition to the open labour market or to further education.

Kierrätys toimeksi 4.0. -project

Pirkanmaan kierrätys ja työtoiminta ry promotes reuse within the Tampere city region. At our recycling centres, we employ long‑term unemployed job seekers of Tampere by providing them with a work‑based learning environment on their pathway towards the open labour market.

In 2026, through Kierrätys toimeksi 4.0 -project, we offer work coaching and job coaching for work‑try‑out participants and wage‑subsidised employees, as well as the opportunity to complete units of a vocational qualification.

PiPa-Piirun verran Parempaa 2.0 -project

Piiru-project is an employment‑promoting network project aimed at improving the labour‑market readiness (so‑called soft skills) and vocational competence of unemployed job seekers working in fields related to renovation construction and, more broadly, the built cultural environment, as well as supporting their transition into employment.

The project assists self‑employed individuals in finding cooperatives within the network that they can join. It also provides peer-to-peer support during the early stages of establishing a new business.

Nuorten startti – Kohti työtä ja koulutusta IPS-mallilla -project

Nuorten startti is a one‑year pilot project that brings the principles of the IPS model (Individual Placement and Support) into youth employment services. The aim is to provide individual, short‑term and low‑threshold support for young people aged 18–29 who are seeking direction in employment or education.

Nuorten startti combines individual guidance, practical coaching and employer collaboration, resulting in faster and more sustainable employment.

TyöSilta 2026 -project

TyöSilta-project aims to support unemployed job seekers in entering the open labour market by removing barriers to employment. The project provides a process‑oriented, individually tailored support model that includes strengthening employability and skills, as well as supporting work ability.

The project offers work tasks that prepare participants for the needs of working life, both in a second‑hand shop and in various textile‑recycling roles. The individual coach provides strong, continuous support throughout the entire work‑try‑out or wage‑subsidised employment period.

Työpolku auki -project

Työpolku auki -project prepares job seekers for employment. It develops skills through individual and group coaching, utilises peer support, and engages in close cooperation with employers. Job seeker customers are offered an interview experience with an employer, opportunities for work try‑outs and wage‑subsidised employment, and the possibility to complete units of a vocational qualification. Other acquired competencies are also documented.

The coaching strengthens digital skills, introduces participants to artificial intelligence, and develops job‑seeking and workplace skills through case‑based learning.

OHO – Osaksi Huomista Osaamisella -project

The project supports job seekers who face significant barriers to employment, particularly migrant women, in finding individual pathways to the open labour market. Job coaching provides tailored guidance for job search, articulating skills, and developing workplace competencies.

Alongside improved job‑seeking readiness, work‑try‑out and wage‑subsidised employment periods enable participants to strengthen their skills through practical work tasks. The process of educationalization (competence recognition) offers a pathway for identifying and recognising acquired competencies.

Tuumasta duuniin -project

Tuumasta duuniin -project supports participants’ individual employment pathways and provides opportunities to learn, develop, and demonstrate skills in real working environments. The primary objective of the project is to enable participants to enter the open labour market with the support of the project.

The project offers a practical and individually tailored route into working life. Its activities combine work, learning, and guidance in a way that enables participants to strengthen their competencies and improve their prospects for sustainable employment.

FRWRD – Eteenpäin! -project

FRWRD – Eteenpäin! -project supports participants in progressing toward working life based on their individual starting points and interests. The activities are built on personalised coaching that helps identify strengths, develop skills, and establish a goal‑oriented pathway forward.

During the project, participants have the opportunity to work in real environments and genuine job tasks, gain hands‑on work experience, and receive support in job searching and exploring education options.

Kasvuhuoneilmiö - luodaan arvokasta ja kestävää työtä -project

Kasvuhuoneilmiö is a work‑life‑oriented employment programme that supports job seekers in Tampere, particularly international talents, in their transition to the open labour market.

During the four‑week work‑try‑out periods, participants develop their skills in real working environments and in co‑development projects with companies. The programme creates pathways toward employment, entrepreneurship, and activeness in the labour market. The programme is inclusive and delivered in English.

Non-profit associations and organisations that provide services to unemployed job seeker customers in Tampere can apply for a grant.

The City of Tampere awards grants to organisations and associations that promote the employment of job seekers in Tampere or support the development of the quality and effectiveness of services that promote employment. The services must also take into account foreign-language customers. Grants are awarded for activities in a real work environment and for work coaching aimed at placing customers in the open labour market.

The grants are primarily allocated to salary costs arising from the activities.

Grants are not awarded to recipients of the City of Tampere partnership grant.

Grants are also not awarded for:

• continuous financing of activities
• activities supported by another grant from the city
• activities which are profit-making or whose main purpose is fundraising
• companies, private individuals and city departments
• investments and the acquisition or improvement of immovable or movable property.

In addition to the general evaluation criteria (see the section on Eligibility criteria), awarding of a grant will be considered in particular on the basis of

Employment promotion grants:

• employment and support for employment conditions
• number of participants
• innovativeness, effectiveness and continuity of the activity
• cooperation with Employment and Growth Services and functioning within the employment promotion ecosystem

The grant is awarded by the Committee for Competence and Economic Development. The applicant will be informed of the decision by e-mail to the e-mail address provided in the application.

The grant may only be used for the purpose stated in the grant decision. If the grant decision does not specify the purpose, the grant must be used for the purpose stated in the application.

Grants will be disbursed once the decision has obtained legal finality, unless the decision specifies an alternative payment schedule or sets specific conditions for the disbursement of the grant. The grant may be reclaimed if the conditions under which it was granted are not fulfilled.

The recipient of the grant must commit to reporting on the use of the funding and the outcomes of the activities in accordance with the instructions provided by the funder. The recipient also undertakes to collect electronic customer feedback.
