General terms and conditions for booking and use of premises
The City of Tampere allows the rental and booking of premises for residents, associations and businesses. At city offices, events can only be arranged at booked premises. The City of Tampere has established the following general terms and conditions for premises booking, which may be supplemented with premises-specific conditions.
- The booker is responsible for the premises. They must be aged 18 or over. The booker must provide their contact details to book premises.
- As a rule, an event organised on city premises must not disturb the office’s other operations, customers or users. Public events that cause noise or a disturbance must be agreed on a case-by-case basis with the premises operator and the necessary authorities.
- The content or nature of an event organised on city premises cannot conflict with Finnish laws, the city’s equality and non-discrimination plan, or be contrary to accepted practices of morality. Premises are not rented for activities that are racist or discriminatory towards groups of people. The booker agrees to comply with the safe space principles of the premises.
- During election season, indoor premises and outdoor stages owned, maintained and administered by the City of Tampere are not available to rent for events organised by political parties, support groups or candidates. An exception to this rule are electoral panels, in which different parties that have nominated candidates are equally represented and all parties that have nominated candidates have been offered the opportunity to participate. Outdoor premises, such as parks, squares, marketplaces and street promotion points, can be rented during the election season. Their use requires a landowner’s permit, which can be applied for from the City of Tampere.
- The City of Tampere has the right to deny the booker's access to the premises or interrupt an event organised in the premises if necessary and at its sole discretion if it becomes apparent that the aforementioned rules are being or have been broken.
- The booker is sent confirmation of their booking once it has been approved.
- For premises that require payment, the booking and additional services are paid as an online payment or by invoice. The costs incurred from any use other than what is specified in the booking (e.g. security, set-up and cleaning costs) are charged to the booker.
- Cancellation times for bookings are premises-specific. Check the cancellation time in the details of the premises you are booking. Refunds will not be issued for non-cancelled bookings.
- The price of a booking is determined on the basis of the current price list. The price is indicated in the premises' information.
- Depending on the premises, access is provided by customer service or as self-service access. Access and keys may not be relinquished to others. In connection with the booking confirmation, the booker is given instructions on how to enter the premises and contact information in case of problems.
- The premises use different kinds of alarm systems. The booker must ensure that they are used appropriately and in accordance with the instructions.
- It is the booker’s responsibility to acquire any necessary official permits (e.g. safety and rescue plans), if the nature of the event and the number of visitors require them. The booker must study the property and its security practices before use. Do not exceed the maximum occupancy.
- The booked premises and its furniture are available to the booker at the time specified in the reservation. The booker may use the equipment mentioned in the premises description and other separately agreed equipment.
- After use, the premises must be left in the condition they were at the beginning of the booking. Any initial preparations and final cleaning is included in the reserved time. When leaving, make sure that the doors and windows are closed.
- The booker is liable if the users of the premises cause damage to the property or furniture. Report any damage immediately to the contact person of the premises.
