As a resident of Tampere, you can give feedback and suggestions for improvements to the city as well as report faults. You can also make initiatives on matters that are important to you.

Local Resident’s Initiative

A Local Resident’s Initiative (kuntalaisaloite) is a way to make your voice heard when you want to raise an issue or problem in your municipality that needs to be improved.

Any resident of the municipality, regardless of age, can make a Local Resident’s Initiative. Initiatives can also be made by organizations and foundations operating in the municipality. 

Initiatives should relate to common issues concerning the municipality's operations. Users of the service can make initiatives regarding the specific municipal service. Feedback or personal applications or requests cannot be submitted as initiatives.

All Local Resident’s Initiatives will be processed. The initiative is dealt with by the authority responsible for the matter. If at least two percent of the municipality's residents make a Local Resident’s Initiative, it must be addressed by the council within six months.

How to make a Local Resident’s Initiative

Residents of Tampere can make a Local Resident’s Initiative in several ways, either alone or together with others.

You can use the City of Tampere's electronic service, the Ministry of Justice's Local Resident’s Initiative Service, or send the initiative to the city's registry office.

Referendum Initiative

A municipal referendum can be held to determine the opinion of the municipality's residents on a matter concerning the municipality. Municipal referendums are regulated by the Local Government Act. 

The council decides on holding a referendum and the voting options. The referendum is advisory and the result does not bind the council.

A Referendum Initiative can come from the residents of the municipality. The council must decide without delay whether to hold the referendum proposed in the initiative.

How to make a Referendum Initiative

Residents of the municipality can jointly submit a municipal Referendum Initiative. The initiative must be signed by at least 4% of the city's residents aged 15 and over.

The Referendum Initiative must include:

  • state the matter on which the referendum is to be held
  • confirm that the initiators are eligible voters in the municipality
  • include the initiators' handwritten signatures along with their names, occupations or professions and addresses

The Referendum Initiative is sent to the Registry office of the City of Tampere (Kirjaamo) by email or post. It can also be brought directly to the Registry office.
