The Tampere Region Employment Strategy has been developed to address the growing challenges related to employment and regional vitality, while also leveraging emerging opportunities. The strategy is based on a demand-driven approach, where employers’ needs steer the development of services and future actions. Its implementation period spans from 2026 to 2035.

The strategy was prepared through extensive cooperation among a wide range of stakeholders. It sets common long-term guidelines for promoting employment and combines the perspectives and actions of municipalities, educational institutions, business organizations, and other actors within the partnership network.

– At the beginning of 2026, we will start working together with various stakeholders to define the actions and services we will focus on in the coming years, says Regina Saari, Director of Employment and Growth at the City of Tampere.

Five strategic priorities driving growth

At the heart of the strategy is growth. The vision is to increase the number of jobs and employed individuals, achieve the highest possible quality employment rate, and ensure the availability of skilled labor. The strategy emphasizes a demand-driven approach, where employers’ needs guide labor supply, education, and services.
The strategy identifies five priority areas for action:

  1. Ensuring the availability of skilled labor
  2. Strengthening the links between education and the labor market
  3. Increasing the region’s attractiveness and visibility
  4. Improving entrepreneurship and employment conditions for SMEs
  5. Ensuring social and ethical sustainability in employment services

The strategy will be implemented through concrete action plans and close cooperation within the partnership network.
