Local detailed plan amendment that will enable Sara Hildén Art Museum's expansion in Särkänniemi is underway

The process to amend the local detailed plan for Sara Hildén Art Museum site in Särkänniemi district is underway with the goal of enabling the renovation and expansion of the museum at its current location. The participation and assessment plan, which sets out the objectives of the plan, possibilities for participation and progress of the work will be available for commenting between 30 April and 21 May 2026.

While the possibility of placing the new building of Sara Hildén Art Museum in the Finlayson area was examined before, these efforts did not lead to a solution that meets the museum's needs. The expansion of the museum cannot go ahead in Särkänniemi without an amendment to the local detailed plan.

The amended plan area is delimited by Lake Näsijärvi in the north, the amusement park area in the east, and the steep slopes of Prykinranta park in the south. Its surface area is approx. 1.51 hectares. This area is owned by the city.
The aim is to find a high-quality architectural solution that will enable the museum and its surroundings to develop as a whole. The museum building is in need of renovation to meet the current requirements of collection and exhibition activities, art logistics and serving the visitors. The space needs of technical functions have also increased, extending the floor area required by them. 

The plans will be fitted in with the current values of the built environment, landscape and green environment. They will address the needs of tourism and transport as well as plans for developing the renewing amusement park. 
A reference plan will be drawn up for the expansion and renovation of the museum building as the basis for the amended local detailed plan. The local detailed plan valid in the area dates back to 2022. 

A valuable site and setting

Sara Hildén Art Museum, which is maintained by the city, has an extremely significant collection of both Finnish and international modern and contemporary art. The collections are owned by the Sara Hildén Foundation. The museum is a valuable attraction and retention factor in Tampere, which is why the aim is to also spread awareness of the museum and its surroundings.

The museum building was designed by Arkkitehtitoimisto Pekka Ilveskoski and completed in 1978. Its architecture represents 1970s modernism. The museum is surrounded by the garden of a villa that was previously located on its site. The sculpture park in this garden is an essential part of the museum setting.

The built environment additionally includes a lake shore sauna from the late 19th or early 20th century as well as the foundations and stone walls of demolished buildings, which are also part of the museum’s sculpture park. These features together with Näsinneula observation tower comprise an important cultural environment that is also significant for the identity of the relevant areas. 

The Art Museum site is located on the boundary between the amusement park and a near-natural lake shore zone. The topography of the area is marked by prominent shapes, including especially the rocky ridge and lake shores.

Comments on the participation and assessment plan can be submitted during the review period of the local detailed plan. After the initial phase, the preparation of the local detailed plan will continue, and the preparation documents will be made available for viewing. At that time, a presentation will also be organised for the public. The Committee for City Planning and Infrastructure will later make the plan proposal available for viewing and, in due course, approve the plan.
