Children to be removed from private day care facility

The City of Tampere’s Committee for Child and Youth Services has ruled that, under Chapter 29 of the Early Childhood Education and Care Act, the privately run ABC Daycare Tampere facility will be prohibited from offering childcare services. The decision will be enforced from Monday 30 January 2017.

The committee made the decision on the matter on 24 January 2017. In a supplementary ruling, the Committee has required an enhanced inspection regime to be introduced across the city’s daycare facilities and children’s clubs. The committee must also be informed regularly and promptly about all supervisory activity undertaken and any shortcomings identified.

The City of Tampere has worked closely with the Regional State Administrative Agency for Western and Inland Finland on this matter.

The City of Tampere allocated spaces at alternative providers for the 23 children currently attending the daycare facility in question. The new placements have been available from Wednesday, 11 January 2017 onwards. City officials held an information and discussion event for the parents of children attending ABC Daycare Tampere on the evening of Tuesday 10 January 2017.

The committee’s decision is based on contractual breaches by the service provider and the conclusion that the service does not meet the objectives set for early childhood education. In 2010, the owner of the facility received a fine for the possession of indecent images of a child. He subsequently committed to an arrangement imposed by the City of Tampere, under which he was not permitted to work alone with children. During an inspection carried out by the City of Tampere in December 2016, it came to light that the business owner has not adhered to the terms of this arrangement.

Under the Early Childhood Education and Care Act, the City of Tampere is responsible for supervising private daycare facilities in its local area. The matter arose following the City of Tampere’s decision to revise its inspection policy in the autumn of 2016 and enhance its unannounced inspection regime.
