In this page you can find information about health care and doping control during European Olympic Festivals 2009.

MEDICAL SERVICES

The OC takes care that the health and first aid and basic medical services are made
available to all accredited NOC delegation members during their stay in Tampere
EYOF 2009 (18 – 25 July 2009).

The basic task of the EYOF medical service is to support the teams’ own medical
services, to help with the first aid and to assist with the follow-up research and to
organise the cure means.

In the EYOF organisation the Chief Medical Officer (CMO) is Dr. Markku Tuominen
and his assistant (ECMO) is Dr. Timo Hänninen. During the EYOF competitions
on every sports/venue there is a nominated Medical Doctor and also first aid groups
to help the athletes in case of injuries etc. On emergency cases the ambulance will
come within 10-15 minutes everywhere in Tampere city area.
All EYOF medical procedures are planned with the local public health care and
private medical companies. The EYOF Medical health unit works closely with the
teams’ doctors and leaders to find the best solution in medical problems.
The OC advices the NOC teams to insure the team members with such insurance
which enables the follow-up treatment measures in their native countries after
returning back to home. Please bring the insurance numbers with you and keep the
insurance information available when needed.

The EOC Medical Delegate for EYOF Tampere 2009 is Dr. Emin Ergen (TUR).
The Team Medical Doctors’ meeting is on Sunday 19th July at 15:00 at Festia building in Small Auditorium Tam.

DOPING CONTROL


Doping controls are done by EOC. Doping control is organised by OC together
with Finnish Antidoping Agency (FINADA). Doping controls will be carried out in
all sports. The tests will be taken after competition at OLV and they are done with
educational manner.

Doping control escort will follow the athlete after the notification to the Doping
Control Station (DCS). The athlete has 60 minutes time to arrive to the DCS after
the notification; if the athlete doesn’t has any other competitions/starts during the
same day after the notification.

The 2009 Prohibited List (WADA) is valid during the EYOF (new WADA code
2009 is coming to be used during the EYOF). All the athletes/players, who are using
the medication, which is under the WADA prohibited list, must have the Certification
for its use. The certification must be given beforehand by the IF or the National
Antidoping Agency. The athlete must show the certification, when he/ she is in the
doping control.

In question of the following beta 2 agonist inhalators (asthma inhalators) formoterol, salbutamol, salmeterol and terbutalin and in case of asthma, the athlete has a possibility to use retroactive TUE (if the athlete doesn’t belong to the IF’s RTP
(Registered Testing Pool), which means that, if there is an AAF (Adverse Analytical
Finding) after the doping control, the athlete will be asked by EOC to send his/her
medical history and the pulmonary test results to the EOC.
The athlete has always a possibility to send a TUE beforehand to the IF or the
National Antidoping Agency. The Antidoping Agency will send the Certification
back to the athlete after the TUE application has been approved. If the athlete uses
retroactive TUE, Declaration of Use must be filled out before the use of beeta 2
agonist (asthma inhalator). If the athlete is using or has used glucocorticosteroids
in non-systemic route, Declaration of Use must also be filled out before using the
medication. The Declaration of Use must be sent to the IF or the National Antidoping
Agency by the athlete.

FINADA Outreach Programme Puhtaasti paras / Clean Win will be a part of the
Tampere EYOFs, educating the young athletes at the venues and also at OLV.
Discussing anti-doping matters with young athletes is part of their ethical education.

Informing young people about the risks of the doping is important, but it is even
more important to raise them to adapt a healthy lifestyle and fair game.
