As stated in the Invitation to Tender Notice, the City of Tampere selected 5 teams for the competitive tendering. By the 27 April 2007 deadline we received offers from all 5 teams. The primary selection criterion when comparing the offers was the overall economy of the commission; this was determined on the basis of price and quality. When evaluating overall economy, the weighted values have been: price 30 %, quality 70 %. Quality was assessed on the basis of the office’s (working group’s) and staff’s expertise and references as well as the project design. The price envelope was opened when the quality assessment had been performed.
The evaluation of the competitive tendering was carried out by landscape architect Ranja Hautamäki, head of park department Timo Koski, environmental architect Kaarina Kivimäki, park designer Pirkko Huttunen, project engineer Sakari Koivisto and project director Pertti Tamminen. In addition to the evaluation group’s work engineer Mikko Kajanus (stormwater) and art curator Sirpa Joenniemi (art) were taking part in the process.
When evaluating overall economy it was concluded that Atelier Dreiseitl’s offer was the most advantageous. The City of Tampere has decided to order the commission from Atelier Dreiseitl.
