Right-of-occupancy housing

Right-of-occupancy housing is an alternative for buying or renting a home. By paying the right-of-occupancy fee, which accounts for 15% of the dwelling's purchase price, as well as a monthly maintenance charge, you obtain the right to control the dwelling as if it were your own. However, you cannot actually become the owner of the dwelling. When you decide to give up your right of occupancy, the right-of-occupancy fee is reimbursed to you as adjusted in line with the building cost index.

How to apply for a right-of-occupancy dwelling

You must be 18 or over to be able to apply for a right-of-occupancy dwelling. In addition, you are not allowed to own a dwelling that meets reasonable housing standards or have the means to buy one.

You need a queue number to apply for a right-of-occupancy dwelling. To get a queue number application form, you can:

- Fill in and send a right-of-occupancy application form online (only in Finnish);

- Collect a form from the Housing Department at Puutarhakatu 8, 6th floor, or from One-stop Housing Centre on the ground floor

In addition to acquiring a queue number, you must register with the owner of the building you are interested in and specify the flat you wish to apply for. In Tampere, right-of-occupancy buildings are owned and built by Asokodit (Suomen Asumisoikeus Oy), YH-Asumisoikeus Länsi Oy,AVO-Asumisoikeus Oy and TA-Asumisoikeus Oy.
